Consider Institution of the Annexation and Adoption of an Ordinance for Proposed Owner-Initiated Annexation of Approximately 80.85 Acres of Land, Known as Quail Valley Phase II, in Parker County Located in the Walsh Ranch Limited-Purpose Annexation Area, North of IH-30, in the Far West Planning Sector (FUTURE COUNCIL DISTRICT 3)


RECOMMENDATION:

It is recommended that the City Council institute and adopt the attached ordinance annexing approximately 80.85 acres of land in Parker County located in Walsh Ranch for full purposes, as shown on Exhibit A.

 
DISCUSSION:

On December 28, 2015, representatives for the property owner Walsh Ranches LTD, submitted an application for full-purpose annexation of the above referenced property into the City of Fort Worth.  The subject property is located in the Walsh Ranch Limited-Purpose Annexation Area north of IH-30.  The owner-initiated annexation, which is approximately 80.85 acres, is consistent with the urban development annexation criterion as established by the City's Annexation Policy and is anticipated to be developed as a subdivision of the Walsh Ranch limited-purpose annexation area.  The subject area is currently vacant and the property owner's proposal is consistent with the future land use map of the 2016 Comprehensive Plan as single-family residential.  The property is zoned Planned Development 522 (PD522), which allows single-family residential.

This site has three agriculturally tax-exempt parcels and produces tax revenue of approximately $3,746.00 annually.  The cumulative City tax revenue is expected to increase to approximately $4,889,093.00 over the next 10 years and after the proposed residential development is built.  Based on the operating costs projected from the Police, Code Compliance and Transportation and Public Works Departments, the fiscal impact shows a negative annual impact to the General Fund for the initial year.  The fiscal impact analysis shows that the property will have a long-term positive impact to the General Fund, thereafter, based on the proposed development.

The City is able to provide municipal services upon annexation in accordance with state law without negatively impacting service provision within the City.  Annexation of this site is consistent with the City's Annexation Policy and is anticipated to be developed as a subdivision of Walsh Ranch.

If annexed, this property will become part of COUNCIL DISTRICT 3, Mapsco 761B, 761C, 761F, 761G and 761H.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that the long-term fiscal impact of the annexation will be incorporated into the City's five-year projections.
