Authorize Execution of a Construction Contract with Jackson Construction, Ltd. in the Amount of $7,649,431.40 for Roadway Construction of West Risinger Road from McCart Avenue to Crowley Road and Adopt Appropriation Ordinance (2014 Bond Program) (COUNCIL DISTRICTS 6 and 8)


RECOMMENDATION:

It is recommended that the City Council:

  1. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the West Risinger Road project (Project C02239) of the Transportation Impact Fee Capital Legacy Fund in the amount of $500,000.00 and reduce the fund balance in the Service Area Y project (UN9927) by the same amount; and
  2. Authorize the execution of a construction contract with Jackson Construction, Ltd. in the amount of $7,649,431.40 for roadway construction of West Risinger Road from McCart Avenue to Crowley Road. (City Project No. C02239)
 
DISCUSSION:

This Mayor and Council Communication (M&C) is to authorize a construction contract for roadway construction of Risinger Road from McCart Avenue to Crowley Road (FM 731). The 2014 Bond Program included West Risinger Road as an improvement project from McCart Avenue to Crowley Road, and a four-lane divided arterial section will be constructed between these limits.

Risinger Road from McCart Avenue to Crowley Rd is part of an identified transportation impact fee eligible project, project Y-10, in the adopted 2017 Transportation Impact Fee Study.

The construction contract will be funded from multiple sources including the 2014 Bond Program Fund ($3,279,431.40), 2008 Bond Program Residuals Fund ($3,350,000.00), Street Rehabilitation Fund ($520,000.00), and the Service Area Y revenues from the Transportation Impact Fee Legacy Capital Fund ($500,000.00).

The project was advertised for bid on February 28, 2019 and March 7, 2019 in the Fort Worth Star-Telegram. On March 28, 2019, the following bids were received:

This project will have no impact on the Transportation and Public Works annual operation budget when completed. Construction is expected to start in August 2019.

The Right-of-Way and traffic divider maintenance impact is expected to begin in August of 2020 and is anticipated to be $4,714.00 annually.

M/WBE OFFICE – Jackson Construction, Ltd. is in compliance with the City's BDE Ordinance by committing to 1\% MBE participation and documenting good faith effort. Jackson Construction, Ltd. identified several subcontracting opportunities. However, the firms contracted in the areas identified did not respond or did not submit the lowest bids. The City's MBE goal on this project is 20\%.

The project is located in COUNCIL DISTRICTS 6 and 8.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that, upon approval of the above recommendations, funds will be available in the current capital budget as appropriated of the 2008 Bond Program Residuals Fund, Street Rehabilitation Fund, 2014 Bond Program Fund, and Transportation Impact Fee Capital Legacy Fund.
