Authorize Execution of a Purchase Agreement with Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas for Police Motorcycles in an Annual Amount Up to $276,777.00 with a Five-Year Term for the Police Department Through the Property Management Department (ALL COUNCIL DISTRICTS)


RECOMMENDATION:

It is recommended that the City Council authorize execution of a purchase agreement with Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas for Police motorcycles in an annual amount up to $276,777.00 with a five-year term for the Police Department through the Property Management Department.

 
DISCUSSION:

The Property Management Department (PMD) approached the Purchasing Division for assistance with securing an agreement for motorcycles that will be used by the Police Department for daily tasks.   Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new units. This bid was advertised in the Fort Worth Star-Telegram on April 24, 2019, May 1, 2019 and May 8, 2019. Eleven vendors were solicited from the purchasing vendor database and a sole response was received.

Staff certifies that the sole bid received meets specification and recommends awarding the purchase of the BMW R1250RTA motorcycles from Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas.

PRICE ANALYSIS -  The prices offered for a similar model, the BMW R1200 RT-P, are 2.59 percent higher compared to the previous prices awarded for the BMW R1250 RT-P motorcyles (M&C P-12053 May 16, 2017.)  These increases reflect an increase in price for the manufacturer's new model and model year. No guarantee was made that a specific amount of units would be purchased. Purchasing staff reviewed the pricing and found pricing to be fair and reasonable and recommends awarding a five-year agreement with no renewal options.

ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in an amount up to $50,000.00 and does not require specific City Council approval as long as sufficient funds have been appropriated.

M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.

Upon City Council approval, the Agreements shall begin upon execution of the Agreements and will remain valid five years from that date.

 
FISCAL INFORMATION/CERTIFICATION:

 The Director of Finance certifies that funds are available as appropriated of the Crime Control Prevention District Capital Projects Fund. Prior to an expenditure being incurred, the participating department has the responsibility to validate the availability of funds
