The purpose of this Mayor and Council Communication (M&C) is to authorize the granting of a storm drainage maintenance area, flood plain maintenance area, public rights of way and an easement to Southwestern Bell Telephone Company d/b/a AT&T Texas (AT&T) at Chamberlin Park (Park) for the purpose of recording a plat. The City of Fort Worth is requesting the use of Chamberlin (Park) for the dedication of a storm drainage maintenance area, a flood plain maintenance area, rights of way, and an AT&T easement. These improvements are necessary for the construction and future operation of the Como Community Center and parkland platting purposes. The project involves the addition of storm drainage and flood plan maintenance areas necessary to address overland drainage flows that exist on the land purchased to expand the park. Rights of way are being dedicated, as corner clips, along an alley way to address sight lines to Halloran Street and Horne Street. To develop the park, the vacation of an existing AT&T easement is warranted. In consideration for vacation of the easement the City will grant a new easement to AT&T for addressing future capacity demands. The proposed locations were considered to be consistent with the Park development plan and alleviate maintenance concerns for all parties. The total improvements will encompass approximately 16,164 square feet of area within the park. No trees will be impacted as a result of this project. On April 24, 2019 the Park & Recreation Advisory Board endorsed staff's recommendation to the City Council to authorize the use of parkland for the purpose of dedicating a storm drainage easement, flood plain maintenance area, rights of way, and an AT&T easement.
In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star-Telegram on May 30, 2019, June 6, 2019 and June 13, 2019. An exhibit map was available for public review at the Park & Recreation Department administrative offices located at 4200 South Freeway, Suite 2200, Fort Worth, Texas 76115.
A letter announcing the proposed use was sent to the president of the Como Neighborhood Association on May 24, 2019. Signage was posted at the site noting the proposed use and providing instructions for directing comments to the Park & Recreation Department. Staff will note any public comment received during the public hearing Report of City Staff.
Chamberlin Park is located in COUNCIL DISTRICT 3.
