SUBJECT:   Authorize Purchase of Twenty-Five Ford F150 Pursuit Rated Pickup Trucks from Caldwell Country Ford LLC d/b/a Rockdale Country Ford in a Total Amount Up to $834,450.00 for the Police Department through the Property Management Department (ALL COUNCIL DISTRICTS)

RECOMMENDATION:

It is recommended that the City Council authorize the purchase of twenty-five Ford F150 pickup trucks from Caldwell Country Ford d/b/a Rockdale Country Ford in a total amount up to $834,450.00 for the Police Department through the Property Management Department.

 
DISCUSSION:

The Property Management Department (PMD) approached the Purchasing Division for assistance with buying twenty five pursuit rated pickup trucks. The Police Department will use the new units to provide for public safety and perform other duties, as required. Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new trucks. This bid was advertised in the Fort Worth Star-Telegram on January 29, 2019, February 6, 2019 and February 13, 2019. Nineteen vendors were solicited from the purchasing vendor database and three responses were received.

Staff recommends awarding the purchase of 25 trucks to Rockdale Country Ford in an amount up to $834,450.00. This combination represents the lowest cost for each model selected meeting all specifications. Staff certifies that the new vehicles are expected to operate satisfactorily during their service life for each new truck. Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new trucks upon acceptance and delivery to the 4100 Columbus Trail facility. All twenty-five of the new units are replacements for unreliable, outdated vehicles that can no longer be economically maintained.

TOTAL COST OF OWNERSHIP (TCO) - Over their service life of 10 years the total cost of ownership for all 25 trucks will be $1,420,200.00.

PRICE ANALYSIS - There are no comparable prices due to the difference in configurations in previous purchases. Staff reviewed the proposed pricing and concluded that pricing offered by the recommended Vendor are fair and reasonable.

An administrative change order or increase may be made by the City Manager in the amount up to $50,000.00 and does not require specific City Council approval as long as sufficient funds have been appropriated.

M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.

The new trucks will be delivered within estimated 120 days after receipt of a purchase order.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that all funds are available as appropriated, of the CCPD Capital Projects Fund. Prior to an expenditure being incurred, the Property Management and Police Departments have the responsibility to validate the availability of funds.
