The Police Department approached the Purchasing Division to assist with the acquisition of new Gas Chromatograph-Flame Ionization Detector-Mass Spectrometer equipment. Staff issued an Invitation to Bid (ITB) consisting of requirements and evaluation factors for this equipment to 13 vendors in the Purchasing database. The Bid was advertised in the Fort Worth Star-Telegram, on February 13, 2019, February 20, 2019 and February 27, 2019. There were two response(s) received.
The requested items and services, including a Gas Chromatograph–Flame Ionization Detector (GC-FID) and a Gas Chromatograph-Flame Ionization Detector-Mass Spectrometer (GC-FID-MS), will replace existing 11-year old laboratory equipment. The equipment will be used to test the blood alcohol content of samples collected during law enforcement operations. The Police Department Crime Lab staff evaluated the bids and the proposed pricing according to the factors listed in the ITB; Agilent Technologies' bid was determined to provide the best value to the Police Department and City of Fort Worth. M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods and services is from sources where subcontracting or supplier opportunities are negligible. This purchase serves ALL COUNCIL DISTRICTS. |
