These Purchase Agreements will be utilized by the Water Department for on-call, emergency jet-vac and vacuum tanker truck waste pumping, pipe plugging and debris disposal services for water plants, wastewater plants, wastewater lift stations and wastewater meter stations located throughout the City.
On November 3, 2015, M&C P-11804 authorized Purchase Agreements with Progressive Environmental Services, Inc. d/b/a SWS Environmental Services, Ace Pipe Cleaning, Inc., and Hoffman Southwest Corp. d/b/a Professional Pipe Service, for jet-vac and vacuum tanker truck waste pumping in the annual amount not to exceed $93,750.00 (with the Administrative Change Order) in order to contract for services to address immediate needs. An additional $93,750.00 is needed for the remainder of the Agreement period for a current annual amount of $187,500.00 due to the need for these services. The annual amount will be distributed to Progressive Environmental Services, Inc. d/b/a SWS Environmental Services and Ace Pipe Cleaning, Inc. Hoffman Southwest Corp. d/b/a Professional Pipe Service did not renew its contract.
The Invitation to Bid (ITB) consisted of detailed specifications describing jet-vac and vacuum tanker truck utilization requirements including debris tank minimum capacity by cubic yard, suction blower and pumper capability according to gallons per minute (gpm and flow rate pounds per square inch (psi). The Water Department certifies that the bids received meet the specifications required for the items that are being awarded. No guarantees were made that a specific amount of required services would be purchased. Required services will be ordered on an as needed basis based on price and availability.
M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.
AGREEMENT TERMS - Upon City Council approval, the Agreements began November 4, 2018 and will end on November 3, 2019 with one renewal option remaining.
RENEWAL OPTIONS - The Agreement may be renewed for up to one successive one-year terms at the City's option. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term.
