SUBJECT:   Accept Dedication of Approximately 3.00 Acres of Parkland and Facility Improvements from WM Sub CTR, LP for Feathergrass Park (COUNCIL DISTRICT 6)

RECOMMENDATION:

It is recommended that the City Council accept the dedication of approximately 3.00 acres of parkland and facility improvements from WM Sub CTR, LP in accordance with the Neighborhood and Community Park Dedication Policy for Feathergrass Park.

 
DISCUSSION:

The purpose of this M&C is to accept land to create a new park in southwest Fort Worth in accordance with the Neighborhood and Community Park Dedication Policy. The 3.00 acres of land is required for the Chisholm Trail Ranch subdivision development project under Preliminary Plat PP-015-004 / Final Plat FP-015-040. WM Sub CTR, LP, the developer, worked with the Park & Recreation Department to provide suitable parkland and improvements to serve this development.

The legal description is as follows:

  • A 3.00 acre parcel of land situated in the Juan Jose Albirado Survey, Abstract No. 4, intending to be all of Lot 29X, Block J recorded under Clerk's File No. D216131711, Plat Records,Tarrant County, Texas, and being part of that certain called 104.619 acre tract of land described in a deed to WM Sub CTR, LP and recorded in Clerk's File No. D214198092, Deed Records, Tarrant County, Texas.

In addition to the land dedication, the developer constructed the following amenities: one playground, two benches, one trash receptacle, and an approximately 735 linear feet of trail, at a total cost of $256,092.11, exceeding the neighborhood park development fee requirement of $115,888.72.

In April 2015, the City received an appraisal of the property of $40,145.00 per acre. The total value of the land dedication is estimated at $120,435.00.

The annual cost to maintain this parkland is estimated to be $8,732.00. Funding for operations and maintenance will be allocated into the Park & Recreation Department's base budget beginning in FY2020.

The Chisholm Trail Ranch development is located west of Chisholm Trail Parkway, and north of McPherson Boulevard.

The parkland is located in COUNCIL DISTRICT 6.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that the financial records of the City will be updated to reflect this dedication based upon the Capital Asset Policy contained within the Financial Management Policy Statements. The Director of Finance also certifies that approval of the above recommendation will not result in additional appropriations in the Fiscal Year 2019 Budget.
