The purpose of this M&C is for the City Council to approve an individual job order to exceed $500,000.00 for a total of $607,031.00, to make repairs to the Fort Worth Alliance Airport's Air Traffic Control Tower's cab roofing and supplemental air-conditioning system ("Job Order").
Fort Worth Alliance Airport (AFW) is a premier industrial airport designed for cargo and corporate aviation. The airport is owned by the City of Fort Worth and managed by a Hillwood entity, Alliance Air Services. Fort Worth Alliance Airport has an Air Traffic Control Tower operated through an FAA contract. The airport and tower were officially opened on December of 1989 and as the facilities age some building systems have out lived their expected life span. City staff administratively engaged design firms to prepare construction documents to replace the tower's roofing and heating and air-conditioning equipment. Because of the need to keep the Air Traffic Control Tower operating at all times, the roofing and supplemental air-conditioning system located on the roof of the tower cab was planned to be accomplished first. This would provide heat and air-conditioning while the majority of the construction, replacing the rest of the building' s roof and HVAC system, is in progress.
On August 15, 2017, the City Council authorized the execution of a Job Order Contract services contract with the Mark IV Construction Group, LLC, for construction services for minor construction and renovation projects with the aggregate amount of work orders not to exceed $2,000,000.00 during any one-year period (M&C C-28325) ("Job Order Contract"). There is adequate capacity in this contract for this Job Order and the project is funded.
As a part of the Council approved Job Order Contract, the tower cab roofing and HVAC replacement was issued to the Mark IV Construction Group, LLC. The anticipated replacement of the main building's roof and HVAC system will be competitively bid. The value of the Job Order is $607,031.00. State law requires that the governing body approves all Job Orders that exceed $500,000.00. Staff request that the City Council provide approval for this Job Order to exceed $500,000.00.
