The City Plan Commission held a public hearing on the proposed Master Thoroughfare Plan (MTP) amendments (MT-18-004, MT-18-005 and MT-18-006) on September 26, 2018. In conformance with the Subdivision Ordinance, property owners within 300 feet of the currently required MTP right-of-way were notified of this request, along with registered community organizations within one-half mile. Following the public hearing, the City Plan Commission recommended approval of the amendments.
The City of Fort Worth initiated the request to address existing conditions and constraints, and commissioned HDR to run a travel demand model. HDR issued a memo on their findings (see attached). Due to constructability issues and low projected traffic volumes, the removal of proposed Lone Star Parkway as a commercial connector will not adversely affect the overall network (MT-18-006). If proposed Lone Star Parkway, between Northeast Parkway and Meacham Boulevard, is removed from the MTP, then Great Southwest Parkway will function more as a collector. Thus, Great Southwest Parkway, between proposed Lone Star Parkway and Meacham Boulevard, can be removed from the MTP as a commercial connector (MT-18-004). Great Southwest Parkway will remain as an existing roadway that functions as a collector in the subject area with a right-of-way width of 60 feet or greater, depending on adjacent land use.
While analyzing the roadway in this area, it was discovered that a segment of Northeast Parkway, between Superior Parkway and Mark IV Parkway was never constructed (see attached presentation for aerial views). This segment of Northeast Parkway is currently designated as CCO (E), which is the cross-section code for an established commercial connector. Northeast Parkway is important to the overall network, since it loops other thoroughfares back to Northeast Loop 820 (Jim Wright Freeway). The final MTP amendment (MT-18-005) will modify the cross-section code to an 80-foot wide commercial connector [CCO-L1-T0-TWLT-P0-BOP (80)].
