SUBJECT:   Authorize Application for and Acceptance of a Grant, if Awarded, from the Federal Aviation Administration in an Amount Up to $15,000,000.00 for the Construction of Taxiway Papa at Fort Worth Alliance Airport, Authorize Use of Land Credits for City's Match in an Amount Up to $1,666,667.00, and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)

RECOMMENDATION:

It is recommended that the City Council:

1. Authorize the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration in an amount up to $15,000,000.00 for the construction of Taxiway Papa at Fort Worth Alliance Airport;

2. Authorize the use of land credits in an amount up to $1,666,667.00 for the City's in-kind local match of ten percent of the project costs; and

3. Adopt the appropriation ordinance increasing the estimated receipts and appropriations in the Municipal Airport Grants Federal Fund in the amount of $16,666,667.00, subject to receipt of grant.

 
DISCUSSION:

Each year Fort Worth Alliance Airport (Airport) receives discretionary funds from the Federal Aviation Administration (FAA). The Aviation Department is seeking Council approval to authorize application for and acceptance of a grant from the FAA for the purpose of construction of the Taxiway Papa Extension Project at the Airport.

Taxiway Papa is located on the southwest corner of the Airport's runway and taxiway system. The purpose of this project is to extend Taxiway Papa north. The extension is necessary to provide operational efficiency to aircraft accessing the current taxiway system by providing connecting surfaces along the midpoints of the runway environment. Taxiway Papa construction will be divided into multiple phases to match available funding. This grant will extend Taxiway Papa from Taxiway Delta to Taxiway Foxtrot, as well as provide connecting surfaces at Taxiways Echo and Foxtrot. This project also provides additional public protection along the west perimeter of the Airport by providing a larger protection zone that will enhance the margin of safety on airport property ground in accordance with Federal Aviation Advisory Circulars.

Indirect costs are not eligible for reimbursement.

AVIATION ADVISORY BOARD APPROVAL – On May 17, 2018, the Aviation Advisory Board voted to recommend that the City Council approve the 2018 FAA Discretionary Grant Application.

This contract will be with a governmental entity, state agency or public institution of higher education: Federal Aviation Administration.

Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached ordinance, funds will be available in the current capital budget, as appropriated, of the Airport Grants Fund. This is a reimbursement grant.
