Authorize Execution of a Construction Agreement with American Road Maintenance, Inc., in an Amount Up to $565,340.00 for the Airfield Shoulders Rehabilitation Project at Fort Worth Alliance Airport (COUNCIL DISTRICT 7)


RECOMMENDATION:

It is recommended that the City Council authorize the execution of a Construction Agreement with American Road Maintenance, Inc., in the amount of $565,340.00, for the Airfield Shoulders Rehabilitation Project at Fort Worth Alliance Airport.

 
DISCUSSION:

On June 26, 2018, Mayor and Council Communication (M&C C-28746), the City Council authorized the application for and acceptance of a grant from the Federal Aviation Administration (FAA) for the Runway and Taxiway Rehabilitation Project at Fort Worth Alliance Airport.

On August 14, 2018, the Federal Aviation Administration provided a Grant Agreement Offer (City Secretary Contract No. 51168) and was accepted by the City of Fort Worth on August 24, 2018.

This Grant Offer will be used to rehabilitate the pavement shoulders of Runway 16L, Runway 16R, and all associated taxiways. The asphalt shoulders are in need of rehabilitation and this project is necessary to extend the useful life of the airfield shoulders.

The construction portion of the project was advertised for bid in the Fort Worth Star-Telegram on May 30, 2018 and June 6, 2018. On June 21, 2018, two Offerors submitted proposals, and on June 22, 2018, the contract was awarded to American Road Maintenance, Inc., based on the lowest bid received.

The following two proposals were received (Base Bid and Alternate Bid):

American Road Maintenance, Inc., is in compliance with the City's DBE Program by committing to 15 percent DBE participation on the base bid of this project. The City's DBE goal on this project is 15 percent.

AVIATION ADVISORY BOARD APPROVAL – On May 17, 2018, the Aviation Advisory Board voted to recommend that the City Council approve this action.

Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon funds are available in the current capital budget, as appropriated, of the Airport Grants Fund. This is a reimbursement grant.  Prior to an expense being incurred, the Aviation department has the responsibility to validate the availability of funds.
