SUBJECT:   Accept Dedication of Approximately 30.706 Acres of Parkland and Facility Improvements from Hillwood RLD, L.P., and Creekwood Community Homeowners Association, Inc., for Creekwood Park (COUNCIL DISTRICT 7)

RECOMMENDATION:

It is recommended that the City Council accept the dedication of approximately 30.706 acres of parkland and facility improvements from Hillwood RLD, L.P., and Creekwood Community Homeowners Association, Inc., in accordance with the Neighborhood and Community Park Dedication Policy for Creekwood Park.

 
DISCUSSION:

The purpose of this M&C is to accept land and facility improvements to create a new park in north Fort Worth in accordance with the Neighborhood and Community Park Dedication Policy.  The 30.706 acres of land is a cumulative portion of the park dedication required for the Creekwood subdivision development project under Preliminary Plats PP-004-100 and PP-002-040/Final Plats FP-002-157, FP-004-049, FP-005-019 and FP-013-026.  Hillwood RLD, L.P., the developer, worked with the Park & Recreation Department to provide suitable parkland and improvements to serve this development.

The legal descriptions are as follows:

  • A 1.123 acre parcel of land situated in the H. Robertson Survey, Abstract No. 1798, intending to be all of Lot 10X, Block 26, according to the deed recorded under Clerk's Instrument No. D212277625, Deed Records, Tarrant County, Texas.
  • A 4.915 acre parcel of land situated in the H. Robertson Survey, Abstract No. 1798, intending to be all of Lot 54X, Block 27, according to the deed recorded under Clerk's Instrument No. D212277625, Deed Records, Tarrant County, Texas.
  • A 14.433 acre parcel of land situated in the H. Robertson Survey, Abstract No. 1798, intending to be all of Lot 57X, Block 1, according to the deed recorded in Clerk's Instrument No. D212277624, Deed Records, Tarrant County, Texas.
  • A 2.132 acre parcel of land situated in the H. Robertson Survey, Abstract No. 1798, intending to be all of Lot 23X, Block 17, according to the deed recorded in Clerk's Instrument No. D214117648, Deed Records, Tarrant County, Texas.
  • An 8.103 acre parcel of land situated in the J.P. Alford Survey, Abstract No. 53, and the H. Robertson Survey, Abstract No. 1798, intending to be all of Lot 34X, Block 27, according to the deed recorded in Clerk's Instrument No. D214117648, Deed Records, Tarrant County, Texas.

In addition to the land dedication, the developer constructed the following amenities: approximately 7,511 linear feet of trail, four benches, two trash receptacles, and three pedestrian bridges/low water crossings, at a total cost of $282,381.00, exceeding the neighborhood park development fee requirement of $250,800.00.

In 2001, the City received an appraisal of the property of $10,000.00 per acre. The total value of the land dedication is estimated at $307,060.00.

The annual cost to maintain this parkland is $44,252.00.  Funding for operations and maintenance will be allocated into the Park & Recreation Department's base budget beginning in FY2020.

The Creekwood development is located north of E. Bailey Boswell Road, east of the BNSF Railway and west of N. Blue Mound Road.

The parkland is located in COUNCIL DISTRICT 7.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that approval of the above recommendation will not result in additional appropriations in the Fiscal Year 2018 Budget.  Upon acceptance of the dedication, the Department of Financial Management Services will record the donation as an asset as appropriate under the City's capital asset policy.
