SUBJECT:   Authorize Execution of Change Order No. 1 to City Secretary Contract No. 48263 with Ark Contracting Services, LLP, Reducing the Contract Amount by $275,278.38 for the Construction of Arundel Avenue Water, Sewer, and Drainage Improvements, Thereby Decreasing the Total Contract Amount to $2,345,276.62 (COUNCIL DISTRICT 3)

RECOMMENDATION:

It is recommended that the City Council authorize the execution of Change Order No. 1 to City Secretary Contract No. 48263 with Ark Contracting Services, LLP, reducing the contract amount by $275,278.38 for the construction of Arundel Avenue Water, Sewer, and Drainage Improvements, decreasing the total contract amount to $2,345,276.62.

 
DISCUSSION:

This project provides for additional storm drain capacity to mitigate flooding of residential properties and roadway overtopping along Arundel Avenue. Additionally, water and sewer lines have been constructed to replace aging infrastructure on Arundel Avenue and adjacent streets and easements. This proposed change order reconciles the contract quantities with actual construction quantities now that construction is complete.

The major reasons for the overall cost reduction were as follows:

• The contractor created select fill onsite from the native material; therefore, select fill import was not required.
• Temporary asphalt paving repair was greatly reduced due to construction sequencing of the underground utilities and the short timeframe between the construction activities for the water, sewer and storm drain improvements.
• Most of the construction allowance for each Unit (Storm Drain, Water, Sewer, Paving) was not used.
• Quantities for some RCP, inlets, and storm drain manholes in the bid tab were revised to match the plans.

Upon project close out, these funds will be recommended for appropriation to another project.

This project is located in COUNCIL DISTRICT 3.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations, funds will be available in the current capital budget as appropriated of the Stormwater Capital Projects Bonds Fund, the Water Capital Fund, the Sewer Capital Legacy Fund and the Street Rehabilitation Fund.
