Authorize Execution of Architectural Design Contract in the Amount of $222,820.00 Including Reimbursable Expenses with RPGA Design Group, Inc., for Design and Construction Administration Services for Fire Station No. 45 Located in North Fort Worth, Estimated Total Cost for the Project, Including Land, Design, Construction, Land Purchase, Survey, Project Management, Bid Advertisement, Geotechnical, Testing, Materials Inspection, Surveying, Site Utilities, Contingency, etc., is $6,400,000.00 (COUNCIL DISTRICT 7)


RECOMMENDATION:

It is recommended that the City Council authorize execution of an architectural design contract in the amount of $222,820.00 including reimbursable expenses with RPGA Design Group, Inc., for design and construction administration services for Fire Station No. 45. (2018 Bond Program)

 
DISCUSSION:

The purpose of this M&C is to authorize execution of an architectural design contract in the amount of $222,820.00 including reimbursable expenses with RPGA Design Group, Inc., for design and construction administration services for Fire Station No. 45.

Proposition D, Fire Safety Improvements, of the 2018 Bond Program authorized the construction of two new fire stations in the amount of $11,741,000.00. Fire Station 45 is the first of these two new stations to be designed and constructed.

The City Council authorized the acquisition of the land for Fire Station No. 45 on August 7, 2018, (M&C L-16132). The site is located at 8747 Harmon Road, Tarrant County, Texas 76117.

On July 15, 2003, (M&C C-19661) the City Council authorized the City Manager to execute an Agreement with RPGA Design Group, Inc., (RPGA) for the design of Fire Station No. 38 and the development of a prototype design for a two-company, three-bay fire station.  Fire Station No. 45 will be a prototype facility that will be identical to the design of Fire Station No. 43 (Far West) except for site adaption.  Using the same prototype design for both fire stations reduces the design costs by approximately $200,000.00.

Estimated Costs - The overall project costs are expected to be as described in the table below:

This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (M&C G-19306) and subsequent events taken by the Mayor and Council.

Additional Costs - to make Fire Station No. 45 fully operational during Fiscal Year (FY) 2021 include:

  • Fire Apparatus - During Fiscal Year 2020, the one-time purchase of two fire apparatus is required for a total cost of $993,798.43. This amount has been included in the Fire Department's five year capital project request.
  • Staffing and Annual Operating Costs - 14 additional Staff members are required to operate the three 24-hour shifts, as well as typical operating costs for a single-company fire station. These costs are projected to total $1,748,219.93 and will be included in the Fire Department's Fiscal Year 2020 General fund requests. Costs for the recruit class needed to staff Fire Station No. 45 will be included in the Fire Department's Fiscal Year 2020 General fund request."

Schedule - Construction is planned to begin during the second quarter of the calendar year of 2019 with an anticipated completion date during the third quarter of the calendar year of 2020.  It is anticipated that both Fire Station 45 and Fire Station 43 will be bid at the same time and awarded to a single construction contractor, to take advantage of the prototype design and economy of scale.  

M/WBE Office - RPGA Design Group, Inc., is in compliance with the City's BDE Ordinance by committing to 41.00% SBE participation on this project. The City's SBE goal on this project is 6%. Additionally, RPGA Design Group, Inc., is a certified M/WBE firm.

In accordance with Chapter 7, Article III, Section 7-47, Section 109.2.1 of the City Code, Building, Trade Permit and Urban Forestry Fees are waived for this project.

Fire Station 45 is located in COUNCIL DISTRICT 7.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available as appropriated of the 2018 Bond Fund. Prior to an expenditure being incurred, the participating department has the responsibility to validate the availability of funds.
