Authorize Acceptance and Execution of the Texas Commission on Environmental Quality Grant Agreement in an Amount Not to Exceed $71,101.68 for Ambient Air Monitoring Operations, Apply Indirect Costs at the Approved Percentage Rate and Adopt Appropriation Ordinance (COUNCIL DISTRICTS 2, 3, and 5)


RECOMMENDATION:

It is recommended that the City Council:

1. Authorize the acceptance and execution of the Environmental Quality Grant Agreement for ambient air monitoring operations in an amount not to exceed $71,101.68 for a one year period starting September 1, 2018 through August 31, 2019;

2. Apply the indirect cost rate of 12.66 percent in accordance with the terms of the grant agreement; and

3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the grants fund (21001) in an amount not to exceed $71,101.68.

 
DISCUSSION:

Since Fiscal Year 1999-2000, the Texas Commission on Environmental Quality (TCEQ) has contracted with the city of Fort Worth for operation and maintenance of the monitoring equipment provided by the TCEQ for five continuous air monitoring stations. The location of each station is as follows:

The above monitors are located in COUNCIL DISTRICTS 2, 3, and 5.

The grant contract period will be from September 1, 2018 through August 31, 2019 with a not to exceed amount of $71,101.68 for reimbursement of expenses to the city with the option to renew the initial contract for three 12-month periods upon written consent of both parties by future amendment.

Indirect costs will be charged and collected in accordance with the contractual rate.

There is no local match requirement for this grant.

This contract will be with a governmental entity, state agency or public institution of higher education: Texas Commission on Environmental Quality.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations, and adoption of the attached appropriations ordinance, funds will be available in the Grants Operating Fund, as appropriated. Funds will be received on a reimbursement basis from the Grantor after payment of expenses from the City as outlined in the executed grant agreement.
