SUBJECT:   Conduct Public Benefit Hearing Regarding the Proposed Fiscal Year 2018-2019 Budget and Proposed 2018 Assessment for Public Improvement District No. 8, Camp Bowie (COUNCIL DISTRICTS 3 and 7)

RECOMMENDATION:

It is recommended that the City Council:

1.  Conduct a public benefit hearing to receive comments on the proposed budget and assessments for Fort Worth Public Improvement District No. 8, Camp Bowie, for Fiscal Year 2018-2019;

2.  Approve the filing of the proposed 2018 Assessment Roll for the Camp Bowie Public Improvement District with the City Secretary for public inspection; and

3.  Set a public benefit hearing for August 21, 2018 at 7:00 p.m., for final approval of the Camp Bowie Public Improvement District's Fiscal Year 2018-2019 Budget and 2018 Assessment.

 
DISCUSSION:

On December 16, 2008, the Mayor and City Council adopted Resolution No. 3697-12-2008, re-establishing the Camp Bowie Public Improvement District.

PID 8 (Camp Bowie) is currently set to expire on or about January 7, 2019.  A petition requesting the establishment of a new PID 19 (Historic Camp Bowie) has been submitted to the City for consideration by the City Council at its August 14, 2018 meeting.  The proposed PID 19 (Historic Camp Bowie) is being created to provide many of the same or similar improvements and services currently being provided to property owners within the boundaries of the existing PID 8 that are east of Irene Street.  If the proposed PID 19 (Historic Camp Bowie) is established, then the portion of PID 8 that is east of Irene Street will overlap with the PID 19 boundaries for about three months until the expiration of PID 8.  

PID 8 (Camp Bowie) will have a projected fund balance of approximately $197,800.00, which is all attributable to prior assessments from property that is east of Irene Street and within the boundaries of the proposed PID 19 (Historic Camp Bowie).  To ensure that the prior assessments from PID 8 (Camp Bowie) continue to confer a special benefit on those properties that were subject to the same, staff is recommending that the full remaining fund balance of $197,800.00 be transferred to PID 19 (Historic Camp Bowie) to be expended on improvements and services within PID 19's boundaries.  This would mean that no improvements or services would be provided through PID 8 (Camp Bowie) during fiscal year 2018-2019 but, rather, through PID 19 (Historic Camp Bowie) as part of its service and assessment plan.  Thus, staff is recommending that the properties within PID 8 (Camp Bowie) be levied an assessment of $0.00 for each $100.00 of valuation for the remaining term of PID 8 (Camp Bowie) as no costs will be incurred.

PID 8 (Camp Bowie) is located in COUNCIL DISTRICTS 3 and 7.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that this action will have no material effect on City funds.  Subsequent actions will formally establish the assessment rate and the corresponding budget for Fiscal Year 2019.
