The 2014 Capital Improvement Program included $10.0M for reconstruction and rehabilitation of existing deficient bridges. The Texas Department of Transportation (TxDOT) and City staff perform regular inspections of bridges within Fort Worth. The inspection report of E. 4th Street bridge identified load posting due to inadequate steel girder. This contract provides for the repair and rehabilitation of East 4th Street Bridge to strengthen steel girder in span 5 (City Project No.100605) and other minor repair work.
Construction for this project is expected to start approximately September 2018 and to be completed by approximately December 2018. Upon completion of the project, there will be no anticipated impact on the general fund operating budget. This project was advertised for bid on April 12, 2018 and April 19, 2018 in the Fort Worth Star-Telegram. On September 23, 2014, (M&C C- 27010) the City Council approved an Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) for the reconstruction of South Blue Mound Road Bridge over Elizabeth Creek. As part of that Agreement, the City agreed to perform structural improvement of East 4th Street Bridge, at its sole cost, in lieu of the normal 10 percent cost participation required for the local government.
A portion of this project will include 2014 Bond Funds. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse, that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014).
M/WBE OFFICE: Gibson & Associates, Inc., is in compliance with the City's BDE Ordinance by committing to 12 percent MBE participation. The City's MBE goal on this project is 8 percent .
The City reserves the right to increase or decrease quantities of individual pay items within the contract provided that the total contract amount remains within plus or minus 25 percent of the contract award.
