Authorize Execution of an Agreement with CDM Smith, Inc., in the Amount of $405,232.00 for the SCADA System Feasibility and Assessment Project (ALL COUNCIL DISTRICTS)


RECOMMENDATION:

It is recommended that the City Council authorize an agreement with CDM Smith, Inc., in the amount of $405,232.00 for the SCADA System Feasibility and Assessment Project.

 
DISCUSSION:

The supervisory control and data acquisition (SCADA) system serving the water treatment and distribution system facilities was originally installed in 1987 and upgraded to the current system in 1991. The SCADA system is critical to operating the water system as it allows Staff within a centralized control room to view in real time the system status and to operate and control equipment at remote facilities, like pump stations, storage tanks and wholesale meter stations. The system includes both hardware and software components, some of which are proprietary in nature, including the master servers, the radio communication equipment, leased fiber optic lines, field control and data transmittal devices and the software interface. Past studies have been utilized to make improvements to SCADA communications, system redundancy, and system security.

The Water Department would like to migrate to a SCADA system that would allow for the removal of proprietary hardware, to be replaced with the use of non-proprietary hardware with the ability to communicate over multiple communication protocols and pathways. This assessment would include an evaluation of alternative SCADA software platforms, considering such factors as costs, reporting capabilities, scalability, security, support, and the ability to interface with the SCADA system in use at the Village Creek Water Reclamation Facility, as well as with hydraulic modeling software, computerized maintenance management systems, and asset management software. As part of this assessment, the consultant will perform an inventory of existing SCADA components, recommend a network architecture compatible with Homeland Security guidelines, develop an implementation plan and schedule, and provide detailed cost estimates for the phased implementation.

A Request for Proposals for the SCADA System Feasibility and Assessment Project was advertised on November 9 and November 16, 2017. On December 8, 2017, the City received a total of six proposals from engineering consultants. A consultant selection committee recommended that CDM Smith, Inc., be awarded this project.

M/WBE OFFICE:  A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Department and approved by the M/WBE Office, in accordance with the M/WBE or BDE Ordinance because the purchase of goods or services from the source(s) where subcontracting or supplier opportunities are negligible.

This project is located in ALL COUNCIL DISTRICTS.



 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the current operating budget and that prior to an expenditure being made, the Water Department has the responsibility to validate the availability of funds.
