SUBJECT:   Authorize Amendment and Extension of Contract by City Secretary Contract No. 45424 with Heritage Environmental Services, LLC, in the Amount Not to Exceed $200,000.00 for Transportation, Disposal and Recycling of Household Hazardous Wastes (ALL COUNCIL DISTRICTS)

RECOMMENDATION:

It is recommended that the City Council authorize the amendment and extension of a contract by City Secretary Contract No. 45424 with Heritage Environmental Services, LLC, in the amount not to exceed $200,000.00 for the transportation, disposal and recycling of household hazardous wastes for a term of one-year with the option to renew for three additional terms of one-year each.

 
DISCUSSION:

A Request for Proposals (RFP) for transportation, disposal and recycling of household hazardous waste collected at the Environmental Collection Center was posted on December 19, 2013 and advertised in the Fort Worth Star-Telegram on December 20, 2013, and December  27, 2013.  Proposals were received on January 9, 2014 and then evaluated and scored based on a pre-determined criteria to provide the best value for the City.  The criteria included, but were not limited to, cost, experience, and qualifications.  Based on the total scores, Heritage Environmental Services, LLC (Heritage Environmental), is recommended to provide household hazardous waste transportation, disposal and recycling services.  Heritage Environmental also offered the lowest price for the services.

Heritage Environmental was award this contract by Mayor and Council Communication (M&C) C-26663 dated February 11, 2014 and included three one-year renewals. Staff would like to amend the contract to allow for additional extensions.  All renewals have been exercised and exhausted, but the department would like to continue under the same terms and conditions until a new RFP has been created and put out for bid.

The Environmental Collection Center provides area citizens a convenient place to dispose of household hazardous waste.  The TPW-Environmental Management Division operates the center and packages the waste received for disposal.  In order to comply with State and Federal guidelines regarding the transportation and disposal of hazardous materials, the services of a licensed hazardous waste disposal contractor are required.

M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Department and approved by the M/WBE Office, in accordance with the M/WBE or BDE Ordinance, because the purchase of goods or services from source(s) where subcontracting or supplier opportunities are negligible.

 
FISCAL INFORMATION/CERTIFICATION:

The Financial Management Services Director certifies that funds are available in the current operating budget, as appropriated, of the Solid Waste Fund.  Prior to an expense being incurred, the participating department has the responsibility to validate the availability of funds.
