Authorize Execution of a License Agreement with the Fort Worth Independent School District for Continued Use of Designated Spaces at the Northside Community Center Located at 1100 Northwest 18th Street, Fort Worth, Texas 76106, and the Southside Community Center Located at 969 East Rosedale, Fort Worth, Texas 76104 For Operations of  the Fort Worth Independent School District's Adult Education Centers (COUNCIL DISTRICTS 2 AND 8)


RECOMMENDATION:

It is recommended that the City Council authorize execution of a license agreement with the Fort Worth Independent School District for continued use of designated spaces at the Northside Community Center located at 1100 Northwest 18th Street, Fort Worth, Texas 76106, and the Southside Community Center located at 969 East Rosedale, Fort Worth, Texas 76104 for operations of  the Fort Worth Independent School District's Adult Education Centers.

 
DISCUSSION:

On December 12, 2013 (M&C C-26576), the City Council approved a License Agreement (Agreement) between the City of Fort Worth (Licensor) and Fort Worth Independent School District (Licensee) for use of spaces at the Northside Community Center and Southside Community Center to operate Adult Education Centers for the public purpose of providing free instruction to area residents in the following areas:  Adult Basic Education, English as a Second Language (ESL), and Adult Secondary Education Classes.

The Agreement expired on December 31, 2017, but has continued in force under a holdover status.  The Licensor and Licensee desire to execute a new License Agreement to expire on June 30, 2019 with the option of three (3) one year automatic renewals at the current rental rate. FWISD will pay a rental fee in the amount of $2,045.76 per year at the Northside Community Center and in the amount of $4,378.32 per year at the Southside Community Center.

FWISD will be responsible for all allowable costs to operate the program, including payment of teachers, computer lab managers, teacher aides, testers and/or instructional monitors, and vendors for instructional materials and supplies.  The organization is comprised of instructors with valid Texas teacher certifications and trained by the Texas Education Agency and FWISD/North Central Texas Consortium.  Services will be available to citizens 18 years of age or older not currently enrolled in school; 17 year olds may be admitted only with an official letter of withdrawal from their respective school district and parental permission.

This property is located in COUNCIL DISTRICTS 2 and 8.

This contract will be with a governmental entity, state agency or public institution of higher education: (Fort Worth Independent School District).
 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that it is the responsibility of the Neighborhood Services Department to collect license fee revenues from the Licensee.  An estimated $6,424.08 in revenue is anticipated from this agreement on an annual basis.
