It is recommended that the City Council:

1. Authorize the use of revenue derived from mineral leases on City-owned airports in an amount up to $469,800.00 for the construction of Meacham Administration Building Parking Improvements at Fort Worth Meacham International Airport;

2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations of the Aviation Gas Lease Capital Project Legacy Fund in the amount of $469,800.00; and

3. Authorize execution of a Construction Agreement with Cole Construction, Inc., in an amount not to exceed $469,800.00 for the construction of Meacham Administration Building Parking Improvements at Fort Worth Meacham International Airport.

On December 5th, 2017, Mayor and Council Communication (M&C C-28493) the City Council authorized the execution of an Engineering Services Agreement with Garver, LLC (Garver), in the amount of $163,920.00 for the design and construction management services of Meacham Administration Building Parking Improvements at Fort Worth Meacham International Airport (Airport). The project will provide 80 additional parking spaces which will be located parallel to Main Street, directly east of Hangar 4N and southeast of the main Meacham Administration Building parking lot.

Additional parking is required to serve future tenants, currently undergoing suite build-outs, as well as accommodate events held in the conference center. Due to tenant growth and high demand for the use of the conference center, the current parking lot has reached capacity.

The overall cost for construction of this project is expected to be:

The construction portion of the project was advertised for bid in the Fort Worth Star-Telegram on April 20, 2018 and April 27, 2018. On May 21, 2018, six Offerors submitted proposals, and on May 30, 2018, the contract was awarded to Cole Construction, Inc., based on the lowest bid received.

Cole Construction, Inc. is in compliance with the City's BDE Ordinance by committing to 15 percent MBE participation on this project. The City's MBE goal on this project is 15 percent.

ADVISORY BOARD APPROVAL – On May 18, 2017, the Aviation Advisory Board voted to recommend that the City Council approve the Aviation Department's Five-Year Capital Improvement Plan. The addition of parking at the Aviation Administration building was a part of the approved plan.
