The realignment of Crestline Road to improve Trail Drive required the relocation of the Park and Recreation Department's (PARD) Crestline Service Center to the existing James Avenue facility. This is being accomplished as part of Phase I of this project. The existing maintenance facilities are located in buildings that were constructed as military barracks during World War II. These two story structures were never intended to last 80 years, and have outlived their usefulness. The upper floors have been condemned. Phase II of this project will demolish these structures and provide new facilities to complete the relocation of the various services to this new consolidated facility. On July 20, 2017, the City Council authorized the execution of an Architectural Services Agreement with Quorum Architects, Inc., for the design of Phase I of this project (M&C C-28283). Based on their experience and knowledge of the Phase I work, Quorum Architects, Inc., is the best qualified firm to provide the required architectural services for Phase II of this project. Activities from these facilities have been moved to temporary locations across the City. Phase I of this project has been designed and is at the start of construction. As part of the City's 2018 Bond Program, Phase II, design and construction was approved. Therefore it is recommended that the City Council authorize the execution of an Architectural Services Agreement with Quorum Architects, Inc., to provide design and construction administration services for Phase II of this new Consolidated Service Center. Funding Sources: Phase II is funded through the 2018 Bond Program.
M/WBE OFFICE: Quorum Architects, Inc., is in compliance with the City's BDE Ordinance by committing to 28 percent SBE participation. The City's SBE goal on this project is 15 percent. In accordance with Chapter 7, Article III, Section 7-47, Section 109.2.1 of the City Code, Building, Trade Permit and Urban Forestry Fees are waived for this project.
The facility is to be located in COUNCIL DISTRICT 9.
