Authorize Execution of Change Order No. 2 in the Amount of $294,379.00 to City Secretary Contract No. 49967 with Balfour Beatty Construction, LLC, for a Revised Contract Amount of $2,027,863.00 for the West Patrol Division Construction (COUNCIL DISTRICT 3)


RECOMMENDATION:

It is recommended that the City Council authorize execution of Change Order No. 2 in the amount of $294,379.00 to City Secretary Contract No. 49967 with Balfour Beatty Construction, LLC, for a revised contract amount of $2,027,863.00 for the West Patrol Division Construction.

 
DISCUSSION:

The Police Department's West Patrol Division is currently housed in two facilities.  Land and facilities totaling 3,290 acres on Joyce Drive was purchased in March of 2014 (M&C C-26688) to provide for a new West Division Headquarters.

The City engaged Elements of Architecture through the annual architectural Agreement to redesign the existing facility and to produce drawings and bid documents for the new headquarters.  On October 17, 2017, (M&C C-28440) the City Council authorized execution of a contract with Balfour Beatty Construction, LLC, in an amount not to exceed $1,691,344.00 for the West Patrol Division Construction.  Change Order No. 1 was administratively executed to replace obsolete electric panels discovered during construction and increased the contract amount by $48,391.00.  Construction started in October 2017 and is anticipated to be complete in August  2018.

The purpose of Change Order No. 2 is to provide fencing around the parking areas and to provide screen walls for the building.   This required fencing was included in the initial project budget but was not included in the construction contract.  The screen walls are designed to provide a greater level of privacy and protection to the employees, as this remodeled facility has a high percentage of exterior glass walls.  This change order is to be funded through contingencies included in the original project budget.  Change Order No. 2 adds $294,379.00 to the contract.

In accordance with Chapter 7, Article III, Section 7-47, Section 109.2.1 of the City Code, Building and Trade Permit Fees are waived for this project.

FUNDING SOURCES - This project is funded through the CCPD Facility Budget FY15 and FY16.

M/WBE OFFICE - Balfour Beatty Construction is in compliance with the City's BDE Ordinance by committing to an additional 14 percent MBE participation on this Change Order No. 2.

The West Patrol Division Headquarters is located in COUNCIL DISTRICT 3.




 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations, funds will be available as appropriated of the CCPD Capital Projects Fund.  Prior to an expenditure being made, the participating department has the responsibility to validate the availability of funds.
