The Public Events and Facilities Department approached the Purchasing Division to establish an agreement for exclusive electric, plumbing and compressed air services for the Fort Worth Convention Center (FWCC) and electric distribution services for the Will Rogers Memorial Center (WRMC). Organizations that rent these facilities will be required to use this vendor; in turn, the vendor will pay a concession to the City representing a percentage of the services that they provide. Having a sole provider will allow the City to ensure a high quality of service to clients while also allowing a single firm to become extremely familiar with the facilities. Staff issued a Request for Proposal (RFP) consisting of detailed specifications to 72 related vendors. The RFP was advertised in the Fort Worth Star-Telegram on March 7, 2018, March 14, 2018, March 21, 2018, March 28, 2018 and April 4, 2018. The City received three proposals.
Staff evaluated the proposals and recommends awarding the contract to Edlen Electrical Exhibition Services of Texas Inc., with three-year term and one additional two-year renewal option. Edlen Electrical Exhibition Services of Texas Inc., will pay 30 percent of gross receipts from $1.00 to $200,000.00 and 35 percent of receipts over $200,000.00 to the City. For the current agreements awarded in June 2012 (M&C C-25653), for the FWCC, the City receives 19 percent of gross receipts from $1.00 to $200,000.00 and 24 percent of receipts over $200,000.00 and for the WRMC, the City receives 15 percent of gross receipts. Annual gross receipts are anticipated to exceed $1,000,000 for both facilities combined and the anticipated annual commission to the Public Events department is estimated to be approximately $300,000.
A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.
Upon City Council approval, the Agreement shall begin upon execution of the Agreement.
The facilities are located in COUNCIL DISTRICTS 7 and 9 but will serve Fort Worth residents in ALL COUNCIL DISTRICTS.
