RECOMMENDATION: |
It is recommended that the City Council: 1. Authorize the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration in an amount up to $600,000.00 for the Part 150 Noise Exposure Map Update at Fort Worth Alliance Airport; 2. Authorize the use of land credits in an amount up to $66,666.67 for the City's in-kind local match of ten percent of the project cost; and 3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Airport Grants Fund in the amount of $666,666.67, subject to receipt of the grant. |
DISCUSSION: |
Fort Worth Alliance Airport (Airport) completed their first Title 14 CFR Part 150 Noise Compatibility Planning Study in 1995. Since that time, the Airport has received numerous authorized amendments from Council to update the Noise Compatibility Program due to requests by the Federal Aviation Administration (FAA). These amendments were executed in order to accurately represent the noise exposure generated by the Airport as aviation activity expanded. Since that time the activity at Alliance Airport has changed significantly and development around the airport has been occurring. Additionally, the Airport has not been able to conduct an accurate assessment of noise generated by flight operations due to the runway extension project. An update of the CFR Part 150 Noise Compatibility Study is needed. Upon receipt of a grant from the FAA, the Airport intends to return to City Council to enter into a contract with a professional consultant capable of performing a Noise Exposure Map Update. No City salaries will be charged to this grant, so indirect costs are not applicable. ADVISORY BOARD APPROVAL - On May 17, 2018, the Aviation Advisory Board voted to recommend approval of this action. This contract will be with a governmental entity, state agency or public institution of higher education: (Federal Aviation Administration). Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7, Mapsco 7L. |
FISCAL INFORMATION/CERTIFICATION: |
The Director of Finance certifies that upon approval of the above recommendations , receipt of the grant and adoption of the attached ordinance, funds will be available in the current capital budget, as appropriated, of the Airport Grants Fund. This is a reimbursement grant. |
