SUBJECT:   Adopt Ordinance to Establish the Sewer Per Acre Charge in the Amount of $1,865.48 Per Acre for an Eighteen-Inch Sewer Main Serving 688.83 Acres Located East of Interstate 30 and Loop 820 by Cooks Lane (M-339 Sewer Main Improvements Project) and to Establish the Basin Boundaries, Pursuant to Chapter 35, Article III, Division 3, Sections 35-81 Through 35-86 of the City Code (COUNCIL DISTRICT 5)

RECOMMENDATION:

It is recommended that the City Council adopt the attached ordinance to establish $1,865.48 as the sewer per acre charge for the M-339 Sewer Main Improvement Project, located east of Interstate 30 and Loop 820 by Cooks Lane and to establish the basin boundaries for this per acre charge, in accordance with Chapter 35, Water and Sewer, Article III, Division 3, Section 35-81 through 35-86 of the City Code.

 
DISCUSSION:

This Mayor and Council Communication is to authorize the establishment of a per acre charge for an 18-inch sewer main replacing the deteriorated and undersized existing sanitary sewer line for the M-339 sewer sub-basin. This 18-inch, 3,650 linear foot,  sewer main improvement will serve a calculated basin area of 688.83 acres.

The qualified costs used to establish the M-339 Sewer Improvements per acre charge are engineering and construction costs as outlined below:

Engineering Design Cost$     300,000.00
Sewer Main Construction Cost$     984,998.00
TOTAL $  1,284,998.00

The gross acreage of the sewer sub-basin is 688.83 acres located east of Instate 30 and Loop 820 by Cooks Lane, which is depicted on the drainage map attached to the ordinance. By dividing the costs above by the number of acres in the sewer basin, the per-acre charge for the M-339 Sewer Improvement Project is $1,865.48 per acre.

This sewer main meets the criteria established under the per acre charge policy. There is no restriction to the time period in which the per-acre charge will apply. Reimbursement will be to the Fort Worth Water Department.

The sewer main is located in COUNCIL DISTRICT 5.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that the establishment of this per acre fee will allow the city to recapture costs associated with the capital investment in sewer lines. Upon approval, the Water Department has the responsibility to collect fees under this ordinance.
