Authorize Purchase of Seven Police Motorcycles from Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas in an Amount Up to $188,844.39 for the Police Department Through the Property Management Department (ALL COUNCIL DISTRICTS)


RECOMMENDATION:

It is recommended that the City Council authorize the purchase of seven OEM Police Motorcycles from Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas in an amount up to $188,844.39 for the Police Department through the Property Management Department.

 
DISCUSSION:

The Police Department (PD) will use these seven Original Equipment Manufacturer (OEM) BMW R1200 RT-P police motorcycles in order to provide for public safety, provide dignitary escorts/protection, enforce traffic laws and perform other duties, as required.

The new Police Motorcycles offered by BMW of North Dallas will be replacements to existing units in the fleet.  The new motorcycles meet required specifications and are expected to operate satisfactorily during their service life of five years and 50,000 miles for each unit. The bid was reviewed by an evaluation committee consisting of staff from the Police Department and Property Management. The evaluation factors included listing, vendors past relationship with City, qualifications and references, and Total Cost of Ownership (TCO) to include fuel, maintenance costs over the life of the unit and adherence to the technical specifications and delivery of ITB. The bid from Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas was found to present the best value for the City.Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new units upon acceptance and delivery to the City Police Fleet at the 2500 Brennan Avenue facility.

BID ADVERTISEMENT - This bid was advertised in the Fort Worth Star-Telegram on January 10, 2018, January 17, 2018 and January 24, 2018. Thirty-one vendors were solicited from the purchasing database system; one response was received.

PRICE ANALYSIS - The City is purchasing 2018 Police Motorcycles for the same price paid for 2016 year model.

DELIVERY - The units will be delivered within 90 days after receipt of a purchase order.

ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in the amount up to $47,211.10 and does not require specific City Council approval as long as sufficient funds have been appropriated.

M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the current Capital budget, as appropriated of the Vehicle and Equipment Replacement Fund.
