It is recommended that the City Council authorize the execution of Amendment No. 2 in an amount not to exceed $556,250.00 to City Secretary No. 46451, an Engineering Services Agreement with Bridgefarmer & Associates, Inc., for engineering services associated with McCart Avenue from Risinger Road to Twin Leaf Drive and McPherson Boulevard from West Cleburne Road to McCart Avenue thereby increasing the contract amount to $1,906,395.00. (City Project No. C02505)

The current design for the roadway alignment impacts portions of the wetland area for Deer Creek and requires mitigation of this impact which typically has been achieved through the purchase of mitigation credits as authorized by the United States Army Corps of Engineers. The recent increase in development in North Texas, as well as the entire state, has caused an increased demand for and availability of mitigation credits that significantly increased their cost.  Consequently, the most cost effective option is to redesign the roadway alignment through this area of the project to reduce the impact to wetland areas and lower the number and cost of mitigation credits that are needed. This Amendment revises the project scope to include additional roadway design, storm drainage design, geotechnical services, survey, and subsurface utility exploration.

Bridgefarmer & Associates, Inc., will perform the additional engineering services for an amount not to exceed $556,250.00, increasing the contract amount to $1,906,395.00.

M/WBE OFFICE - Bridgefarmer & Associates, Inc., agrees to maintain its initial SBE commitment of 20 percent that it made on the original Agreement and extend and maintain that same SBE commitment of 20 percent to all prior amendments up to and inclusive of this Amendment No. 2. Therefore Bridgefarmer and Associates, Inc., remains in compliance with the City's BDE Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment form executed by an authorized representative of its company.
