Authorize Agreement with Corporate Floors, Inc. for the Purchase and Installation of Flooring at Four Libraries for a Total Amount Up to $348,850.00 (ALL COUNCIL DISTRICTS)


RECOMMENDATION:

It is recommended that the City Council authorize an exclusive one-time purchase Agreement with Corporate Floors, Inc. for the purchase and installation of flooring for a total amount up to $348,850.00 for the Library Department.

 
DISCUSSION:

The Library Department requested that the Purchasing Division assist in the purchase of new flooring for the Diamond Hill/Jarvis Branch Library, the Riverside Branch Library, the Southwest Regional Library and the East Regional Library.  The Purchasing Division worked with the Library Department and Property Management to develop the specifications for the bid document.  The specifications included all necessary labor, material and equipment for the removal of existing carpet and the installation of new rubber flooring and accessories at the four libraries.  In addition, M/WBE set a 10 percent M/WBE participation goal.

The Purchasing Division issued an Invitation to Bid on December 5, 2017 and the bid was advertised in the Fort Worth Star-Telegram on December 05, 2017, December 12, 2017, December 19, 2017.  One hundred sixty-two vendors were invited to bid.  Purchasing received five bid responses.  After reviewing the bids, Corporate Floors, Inc. received the highest score using a best value evaluation criteria (Bid Tabulation attached).  Corporate Floors, Inc., is in compliance with the City's BDE Ordinance by committing to 10 percent M/WBE participation on this project.  Additionally, Corporate Floors, Inc., is a certified MBE firm.  Therefore, staff recommends entering into an Agreement with Corporate Floors, Inc. for the installation of the floors at the four libraries for  a total amount up to $348,850.00.

ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in the amount up to $50,000.00 and does not require specific City Council approval as long as sufficient funds have been appropriated.

The Diamond Hill/Jarvis Branch Library is located in COUNCIL DISTRICT 2.  The East Regional Branch Library  is located in COUNCIL DISTRICT 4.  The Riverside Branch Library is located in COUNCIL DISTRICT 9.  The Southwest Regional Branch Library is located in COUNCIL DISTRICT 3.  However, these 4 branches serve  ALL COUNCIL DISTRICTS.

 
FISCAL INFORMATION/CERTIFICATION:

The approval of this action provides purchasing authority up to $348,850.00, as specified.  The Director of Finance certifies that upon approval of the above recommendation funds are available in the current capitol budget, as appropriated of the General Gas Lease Capital Projects Fund and that prior to an expenditure being made, the participating department has the responsibility to validate the availability of funds.
