SUBJECT:   Approve Appointment and Reappointments to the City's Construction and Fire Prevention Board of Appeals, Places 1, 3, 5 and 11 (ALL COUNCIL DISTRICTS)

RECOMMENDATION:

It is recommended that the City Council authorize the City Manager to appoint and reappoint the persons named below to Places 1, 3, 5, and 11 of the City's Construction and Fire Prevention Board of Appeals.

 
DISCUSSION:

The Construction and Fire Prevention Board of Appeals (Board) was established through ordinance for the purpose of determining the acceptability and adequacy of materials, equipment, and methods of construction, hearing appeals of interpretations and decisions of the Building Official or Fire Marshal, and consideration of variance requests for the building and fire codes.

The Board consists of nine members, with two alternate members selected from architects, engineers, contractor, and building owners within the community. Board members are appointed by the City Manager, subject to the consent of the Fort Worth City Council. Board members may not serve more than three consecutive two-year terms without a break of service of at least two years. Because of the expertise required to interpret technical provisions of the construction codes, certain membership requirements are provided by ordinance. Specifically, the individual serving in Place 1 and the alternate in Place 11 must be an architect that is nominated by the Fort Worth Chapter of the American Institute of Architects, and the individual serving in place 3 must be a fire protection engineer or fire protection professional nominated by the City Manager. The individual in Place 5 is a General Contractor nominated by the Fort Worth Chapter of the Associated General Contractors.

Appointment and Reappointments are as follows:

Place 1 - Architect
Mr. Carl Harkins, by Staff recommendation, was nominated by the Fort Worth Chapter of the American Institute of Architects. Mr. Harkins meets all of the requirements of knowledge of the construction industry. This appointment would be to serve his third term that ends October 1, 2019.

Place 3 – Fire Protection Engineer or Professional
Mr. Jeffrey Donahue, by Staff recommendation, was nominated by the City Manager. Mr. Donahue meets all of the requirements of knowledge of the construction industry. This appointment would be to serve his second term that ends October 1, 2019.

Place 5 – General Contractor
Mr. Eric Jaramillo, by Staff recommendation, was nominated by the Fort Worth Chapter of the Associated General Contractors. Mr. Jaramillo meets all of the requirements of knowledge of the construction industry. This appointment would be to serve his second term that ends October 1, 2019.

Place 11, Alternate – Architect
Mr. Chris Caspar, by Staff recommendation, was nominated by the Fort Worth Chapter of the American Institute of Architects. Mr. Caspar meets all of the requirements of knowledge of the construction industry. This appointment would be to serve his first full term that ends October 1, 2019.

This M&C does not request approval of a contract with a business entity.
