Authorize Acquisition of a Permanent Water Facility Easement in 1.43 Acres of Land and a Temporary Construction Easement in 3.88 Acres from Property Owned by Williamson-Dickie Manufacturing Company Located in Abstract No. 1600, Josiah Walker Survey, Tarrant County, Fort Worth, Texas, Also Known as 9201 US Highway 287, for the Northside II 48-inch Water Transmission Main Project in the Amount of $250,032.10 and Pay Estimated Closing Costs in the Amount Up to $3,000.00 for a Total Cost of $253,032.10  (COUNCIL DISTRICT 2)


RECOMMENDATION:

It is recommended that the City Council:

1.  Authorize the acquisition of a permanent water facility easement in 1.43 acres of land and a temporary construction easement in 3.88 acres of land from property owned by Williamson-Dickie Manufacturing Company located in Abstract No. 1600, Josiah Walker Survey, Tarrant County, Fort Worth, Texas, also known as 9201 US Highway 287, in the amount of $250,032.10 and pay estimated closing costs in the amount up to $3,000.00 (Water/Sewer DPN Fund);

2.  Find that the total purchase price is just compensation; and

3.  Authorize the City Manager or his designee to accept the conveyances and record the appropriate instruments.

 
DISCUSSION:

The land rights in the subject property are needed to connect the 48-inch water main off of Golden Triangle Boulevard, west of Interstate Highway 35, to an existing 42-inch water main that is located at the Timberland Boulevard/Alta Vista Intersection.  The proposed connection will allow for increased water supply to the Caylor Ground Storage Tank.  An independent appraisal was preformed and the land owner has agreed to $250,032.10 as the total purchase price.  The real estate taxes will be pro-rated with the seller being responsible for taxes due up to the closing date.  The City will pay estimated closing costs in the amount up to $3,000.00.  Upon City Council approval, Staff will proceed with acquiring the permanent and temporary easement interest in the property.

In addition to compensation, the City has agreed to include Williamson-Dickie in the discussions relating to the portion of proposed Heritage Trace Parkway that will be adjacent to Williamson-Dickie's property and in the discussions with TxDOT relating the design of proposed Heritage Trace Parkway bridge, exit and entrance ramp at, to and from US Highway 287.

This project is included in the Water Departments Fiscal Year 2016-2020 Five-Year Capital Improvement Plan adopted by the City Council on February 2, 2016 (M&C G-18662).
