RECOMMENDATION:

It is recommended that the City Council authorize the transfer of funds in the PACS Gas Lease Capital Project Legacy Fund in the amount of $25,000.00 from the Unspecified Project to the McLeland Tennis Courts Resurfacing Project with no net increase to total appropriations in the fund.

 
DISCUSSION:

The purpose of this Mayor and Council Communication (M&C) is to authorize funding to resurface five tennis courts at McLeland Tennis Center. The Don McLeland Tennis Center, the City's only tennis facility, opened in 1962 and most recently had court resurfacing completed on 11 of its 14 outdoor courts in late 2015.

The additional $25,000.00 would resurface five outdoor courts (courts 2-6). Two of the courts (nos. 2 and 3) resurfaced in 2015 require an improvement due to excessive wear and tear. The other three courts (nos. 4-6) have not been resurfaced in over 10 years. A cooperative purchasing agreement will be utilized for this project.

The funds being transferred are appropriated in a non-programmable project.  With the repeal of section 2-11 of the City Code, no delegated authority exists for Staff to administratively transfer the funds.

This M&C does not request approval of a contract with a business entity.

The Don McLeland Tennis Center is located in COUNCIL DISTRICT 9.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendation, funds will be available in the current capital budgets, as appropriated, of the PACS Gas Lease Capital Project Legacy Fund. The Park & Recreation Department has the responsibility to validate the availability of funds prior to expenditure of funds.
