SUBJECT:  

Authorize Execution of Amendment No. 1 to the Office of Emergency Management Fiscal Year 2017 Emergency Management Performance Grant Contract with the Texas Division of Emergency Management in the Amount of $61,151.00, Authorize Transfer in the Amount Up to $61,151.00 in Fiscal Year 2018 to Bring the Total Transfer Amount to $231,151.00, as Required, for the City's Fifty Percent Match from the General Fund to the Grants Fund, Authorize Transfer of Certain Funds and Eligible Grant Costs and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)


RECOMMENDATION:

It is recommended that the City Council:

1. Authorize the execution of Amendment No. 1 to a grant contract with the Texas Division of Emergency Management for the acceptance of an additional amount of $61,151.00 for the Fiscal Year 2017 Emergency Management Preparedness Grant Award from the Texas Division of Emergency Management for a total grant award in the amount of  $231,151.00 to reimburse expenditures from the City's Emergency Management program;

2.  Authorize the transfer of the Office of Emergency Management funds in Fiscal Year 2018 from the General Fund to the Grants Operating Federal Fund in the additional amount of $61,151.00 as the City's match for the grant; and

3.  Adopt the attached Fiscal Year 2018 appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $122,301.00.

 
DISCUSSION:

The City Council previously approved Mayor and Council Communication (M&C G-18906) on December 13, 2016, which authorized the application for the Fiscal Year 2017 Emergency Management Performance Grant Program Award, acceptance of the grant in the anticipated amount of $170,000.00 and execution of the grant contract.  The final grant award included an additional amount of $61,151.00 for a total amount of $231,151.00 and will be used to reimburse eligible expenditures for the City's Emergency Management Program.

Funds are available within the Fire Department's Fiscal Year 2017 budget allocations to cover the additional grants match requirement.  

This Mayor and Council Communication (M&C) is solely to receive additional grant funds awarded by the State of Texas Department of Public Safety, that exceed the amount the City Council already approved in M&C G-18906.

FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the operating budget, as appropriated, of the General Fund and Grants Operating Federal Fund.  The Emergency Management Performance Grant is a reimbursement Grant.
