The purpose of this Mayor and Council Communication (M&C) is to authorize the granting of an electrical easement to Oncor Electric Delivery Company, LLC (OED), at Northwest Community Park (Park) for the purpose of installing electrical service to the park. OED is requesting the use of a portion of Northwest Community Park for an electrical service line easement. OED is requesting a conversion of approximately 0.106 acres of parkland for the installation of an electrical service line. The proposed easement is approximately 15 feet wide and 310.48 feet in length, totaling approximately 4,657.2 square feet. In addition to the easement OED is proposing to use approximately 4,657.2 square feet of area within the park as temporary workspace for the project. The easement is necessary to provide electrical service to the new athletic fields under construction as part of the Phase II improvements at Northwest Community Park. Once construction is compete the park will be restored to its previous condition or better. In accordance with the Texas Parks and Wildlife Code, Chapter 26, the City of Fort Worth seeks to convert approximately 0.106 acres of parkland for the purpose of a electrical easement on park property. On November 15, 2017, the Park & Recreation Advisory Board endorsed staff's recommendation to the City Council to authorize the use of approximately 0.106 acres of parkland in the park as proposed.
In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star-Telegram on November 16, 2017, November 23, 2017 and November 30, 2017. An exhibit map was available for public review at the Park & Recreation Department administrative offices located at 4200 South Freeway, Suite 2200, Fort Worth, Texas 76115.
A letter announcing the proposed use was sent to the presidents and managers of the The Bar C Ranch Owners Association, Creekwood Homeowners Association, Chisholm Ridge Homeowners Association, Ridgeview Owners Association on November 13, 2017. Signage was posted at the site noting the proposed use and providing instructions for directing comments to the Park & Recreation Department. Staff will note any public comment received during the public hearing Report of City Staff. This M&C does not request approval of a contract with a business entity.
