Approve Master Thoroughfare Plan Amendments for the Addition of Future Northstar Parkway and the Realignments of Future Rancho Canyon Road and Future Graben Road (ETJ/WISE, TARRANT AND DENTON COUNTIES and CLOSEST TO COUNCIL DISTRICT 7)


RECOMMENDATION:

It is recommended that the City Council approve Master Thoroughfare Plan amendments to:

1. Add future Northstar Parkway, a neighborhood connector, from existing Sendera Ranch Boulevard to existing US-287,

2. Realign a portion of future Rancho Canyon Road from its current intersection with future Graben Road to existing US-287 to the proposed intersection with future Northstar Parkway, and

3. Realign a portion of future Graben Road from its current intersection with future Rancho Canyon Road to the proposed intersection with the realignment of future Rancho Canyon Road.

 
DISCUSSION:

The City Plan Commission recommended approval of these Master Thoroughfare Plan (MTP) amendments at the September 27, 2017 meeting. The applicant, Northstar Ranch, LLC., is requesting these amendments to address traffic circulation within and around the Northstar preliminary plat (PP-17-025). The current MTP reflects future Ranch Canyon Road, a neighborhood connector, extending west to intersect with existing US-287. Future Graben Road, also a neighborhood connector, terminates into future Rancho Canyon Road, just north of the approved Northstar plat.

The Northstar development is a 733-acre residential development, which extends from US-287 to the western boundary of the Sendera Ranch Addition. The development is located within Far North Fort Worth Municipal Utility District Number 1 and the associated Agreements were authorized for execution by the City Council in August 2017. The new neighborhood connector, Northstar Parkway, will extend approximately one mile, from the current terminus of Sendera Ranch Road through the Northstar development to US-287. Future Northstar Parkway will replace future Rancho Canyon Road as the connection to US-287.

Future Rancho Canyon and Graben Roads will be realigned to connect with Northstar Parkway. Neither of these MTP realignments affect the concept plan or preliminary plats for the Sendera Ranch development. The construction of Rancho Canyon and Graben Roads is proceeding slowly with the adjacent residential developments. The distance from US-287 to the terminus of Rancho Canyon Road exceeds three miles. With the Northstar development, the construction of Northstar Parkway will hasten a west-to-east connection from Sendera Ranch to US-287. In August 2017, the City Plan Commission approved the preliminary plat for Northstar, conditional on the City Council approval of these related MTP amendments.





These sections of future Northstar Parkway, Rancho Canyon Road and Graben Road are in Fort Worth' s extraterritorial jurisdiction within Wise, Tarrant and Denton Counties and closest to COUNCIL DISTRICT 7.

This M&C does not request approval of a contract with a business entity.
