The City of Fort Worth owns and operates the Village Creek Water Reclamation Facility (VCWRF). The VCWRF is a 166 million gallon per day (MGD) activated sludge wastewater treatment facility comprised of primary, secondary, and tertiary treatment, chlorine disinfection, and de-chlorination. The disposal of biosolids at the VCWRF is contracted to Renda Environmental, Inc. This contract has been in place since 1995 and includes the dewatering and processing of the biosolids, with ultimate disposal by land application to agricultural property.
On April 2, 2013, (M&C C-26187) the City Council authorized the execution of an Agreement with CH2M Hill Engineers, Inc., for the development of a biosolids master plan for the VCWRF. This Agreement was modified by two amendments. The work under this agreement consisted of a market analysis of biosolids end use products, review of legislation and industry trends affecting biosolids processing and disposal, development of alternatives for processing and disposal of biosolids, and recommended capital improvements. In addition, the consultant initiated work on contract documents necessary for procurement of a new biosolids processing and disposal Agreement. The biosolids master plan report and procurement documents were never finalized, as the contract with Renda Environmental was amended by M&C C-27287 on May 5, 2015 to extend the Renda Environmental Contract by five years to March 31, 2020.
As part of this proposed Agreement, CH2M Hill Engineers, Inc., will revisit several of the alternatives initially developed in the plan, further refine those alternatives taking into account updated solids loading projections, new processing technologies, and the most recent equipment pricing publicly available to develop capital and life cycle cost estimates for the alternatives. A recommendation will be developed from the list of alternatives and the biosolids master plan will be finalized. In addition, CH2M Hill Engineers, Inc., will revisit the draft procurement documents and further refine and update these documents with an intent of utilizing these documents in the future for a procurement of biosolids processing services prior to the expiration of the existing contract with Renda Environmental. CH2M Hill Engineers, Inc., proposes to perform the engineering services for a not to exceed fee of $282,822.00. Staff considers this proposed fee to be fair and reasonable for the scope of services proposed.
M/WBE OFFICE – A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Department and approved by the M/WBE office, in accordance with the M/WBE or BDE Ordinance, because the purchase of goods and services from source(s) where subcontracting or supplier opportunities are negligible.
