SUBJECT:   Adopt Appropriation Ordinances Increasing Estimated Receipts and Appropriations in the Amount of $52,000.00 in the Capital Projects Service Fund and Vehicle and Equipment Replacement Fund and Authorize Transfer of Funds to the Vehicle and Equipment Replacement Fund to Provide Funding for Equipment Purchase (ALL COUNCIL DISTRICTS)

RECOMMENDATION:

It is recommended that the City Council:

1.  Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the amount of $52,000.00 in the Capital Projects Service Fund (60102) for the Vehicles - Capital Project Services project; and

2.  Authorize a transfer of available funding, receipts and appropriations in the amount of $52,000.00 from the Capital Projects Service Fund (60102) to the Vehicle and Equipment Replacement Fund (30200):  Vehicles - Capital Project Services  project (P00073); and

3.  Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the amount of $52,000.00 in the Vehicle and Equipment Replacement Fund (30200) for the Vehicles - Capital Project Services project.

 
DISCUSSION:

This M&C is intended to appropriate available fund balance in the Capital Projects Service Fund (60102 - Operating Fund), so that the budget appropriation and available funding can be transferred to the Vehicle and Equipment Replacement Fund (30200) within the project:  Vehicle - Capital Project Services project (P00073), for purchase of a one-ton heavy duty flatbed core truck.  The purchase was budgeted originally in FY2017, but was not spent and funding remains available.  The procurement will be executed by the Property Management Department in a separate authorization.

The Construction section of Capital Delivery, in Transportation and Public Works Department, provides pavement coring services for various departments in the City of Fort Worth. This request will provide funding for the purchase of the additional one ton heavy duty flatbed core truck.  The core truck will be used to obtain core samples for in-depth field investigations of pavement structures around the City.  Full-depth pavement cores provide information on the condition and makeup of underlying pavement layers.  Pavement cores are used to determine pavement layer thicknesses and subgrade soil properties.  Representative core samples are necessary to provide the information needed to make pavement reconstruction or treatment decisions. Core samples are also used to determine pavement thickness of newly constructed streets for quality control and quality assurance.  

This M&C does not request approval of a contract with a business entity.





 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Capital Projects Service Fund and Vehicle and Equipment Replacement Fund.  Prior to an expenditure being made, the participating department has the responsibility to validate the availability of funds.
