The City Manager is authorized to appoint, with the consent of the City Council, members of the City of Fort Worth Firefighters' and Police Officers' Civil Service Commission. The term of office of each Commissioner shall be for three years or until a successor is appointed, confirmed and qualified.
Ricky Torlincasi was first appointed as a member of the Firefighters' and Police Officers' Civil Service Commission on August 25, 2015, to fill the expired term of Delonia Watson (M&C G-18543). In accordance with the provisions of Chapter 143, State of Texas Local Government Code, the City Manager is requesting the reappointment of Torlincasi as a member of the Firefighters' and Police Officers' Civil Service Commission. The reappointment must be confirmed by the City Council. Mr. Torlincasi is a native of the City of Fort Worth, graduated from Texas Christian University and received his law degree from Texas A& M University School of Law f/k/a Texas Wesleyan School of Law. He currently works as an attorney with the firm of Winstead PC. Mr. Torlincasi worked earlier in his career for Haynes and Boone, LLP, and while in law school, clerked for the Department of Justice and the U.S. Attorney's Office for the Northern District of Texas. Apart from his work for Winstead, he devotes his time and resources to serving the local community, including providing pro bono legal services through Tarrant County Volunteer Attorney Services and the Tarrant County Chapter of Texas Lawyers for Texas Veterans, serving on the Board of Directors for Junior Achievement Chisholm Trail and serving in various capacities as a member of the Energy Section of the Tarrant County Bar Association.
Ricky Torlincasi resides in COUNCIL DISTRICT 3. This M&C does not request approval of a contract with a business entity.
