The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of a delivery order for Architectural Services, in the amount of $90,615.00, including $8,500.00 of reimbursable expenses, with Elements of Architecture, Inc., for the Construction Documents Phase and the Construction Administration Phase for the Calvert Remodel Project (COUNCIL DISTRICT 9). In 2011, the City of Fort Worth entered into an eight-year Lease Agreement with Tarrant Regional Water District (TRWD) for the Calvert Facility located at 1000 Calvert Street for use as a Police and Fire Training Academy (City Secretary Contract No. 42578). With the sale of 350 West Belknap Street to Tarrant County, the City needs to relocate police personnel currently occupying the property no later than April 2018. The use of the Calvert Facility, owned by the Tarrant Regional Water District, provides the necessary space to temporarily relocate the police personnel until a permanent facility solution can be developed.
The TRWD and the City have agreed to extend the lease term through July 29, 2022, with five one-year renewal options being granted to the City with the consent of TRWD. (M&C L-16032) This lease amendment allows the City to make the required alterations and improvements to the facility in order to accommodate the relocated police operations. Elements of Architecture, Inc., is one of five firms selected to perform professional services through the City's Annual Architectural Service Agreement (M&C C-27982). Elements of Architecture, Inc., was selected to do the initial programing and schematic plans for the remodel of the Calvert facility based on familiarity of the project and recent experience working with the Fort Worth Police Department on related projects. They were contracted by Delivery Order to perform these services for $45,745.00. In order to complete the remodel project, a second Delivery Order in the Amount of $90,615.00, including $8,500.00 of reimbursable expenses, be executed with Elements of Architecture to complete the construction documents and to provide construction administration, for a total design fee of $136,360.00. It is anticipated that construction will be accomplished by Property Management staff by the end of January 2018 and that the total project budget will not exceed $2,000,000.00. M/WBE OFFICE - Elements of Architecture is in compliance with the City's Business Diversity Enterprise Ordinance by committing to meet or exceed the City's 20 percent SBE participation goal as required by the Annual Architectural Service Agreement. Elements of Architecture, Inc., is M/WBE certified.
