SUBJECT:   Authorize Execution of a Construction Contract with Raydon, Inc., in the Amount of $893,449.25 for the Construction of Improvements at McLeland Tennis Center and Rosemont Park and Provide for Staff Costs and Contingencies in the Amount of $135,550.75 for a Total Project Construction Cost of $1,029,000.00 (COUNCIL DISTRICT 9)

RECOMMENDATION:

It is recommended that the City Council authorize execution of a construction contract with Raydon, Inc., in the amount of $893,449.25 for construction of improvements at McLeland Tennis Center and Rosemont Park.

 
DISCUSSION:

The purpose of this Mayor and Council Communication (M&C) is to authorize the award and execution of a construction contract with Raydon, Inc., in the amount of $893,449.25, for the construction of improvements at McLeland Tennis Center and Rosemont Park.  

On November 3, 2015, the City Council authorized the award of an Engineering Agreement with Kimley-Horn and Associates, Inc., in the amount of $93,700.00 for design and engineering (M&C-27519) (City Secretary No. 47217).  Upon the conclusion of the design and completion of construction plans, the project was advertised for bids on July 27, 2017 and August 3, 2017 in the  the Fort Worth Star-Telegram.

On August 31, 2017, the following bids were received and tabulated:

McLeland Tennis Center Base Bid improvements include: demolition and removal of existing asphalt parking lot, installation of new drop off location, parking lot resurfacing and restriping, chain link fence replacement, installation of  new 18" curb and gutter, installation of new sidewalk entry,  re-vegetation and temporary irrigation.

McLeland Tennis Center Alternate Bid Items include: tennis plaza demolition and replacement of pavement, replacement of chain link fence, removal and replacement of ramp and railing structure, irrigation sleeving, two new shade canopies, installation of new drinking fountain, removal and replacement of two accessible bleachers and grass seeding.  

Rosemont Park Base Bid improvements include: demolition and removal of existing parking lot  asphalt,  parking lot resurfacing, 18" curb and gutter, parking lot restriping, additional concrete sidewalks and two security light poles.  

Rosemont Park Alternate Bid Items include:  installation of new 40' X 44' pavilion and structural concrete slab, associated lighting and electrical, eight picnic tables and sidewalk connection.

M/WBE OFFICE - Raydon, Inc., is in compliance with the City's BDE Ordinance by committing to nine percent MBE participation on the base bid price only.  The City's MBE goal on this base bid project is eight percent.

An annual maintenance cost of $3,500.00 is necessary for this project.  Construction is anticipated to commence in November 2017 and be completed by June  2018.  Contract time is 150 calendar days.

A portion of this contract will be funded through the Fiscal Year 2018 Capital Improvement Plan for the Park and Recreation Department (Ordinance No. 22928-09-2017).  Additional funding will be provided through the 2014 Bond Program.  Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued.  Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse which was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014) and the subsequent ordinance authorizing the issuance of the debt (Ordinance No. 22216-05-2016) and subsequent actions taken by the Mayor and Council.

McLeland Tennis Center and Rosemont Park are located in COUNCIL DISTRICT 9.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of the 2014 Bond Program and the PACS Gas Lease Capital Projects Legacy Fund Programmable Project.  Prior to an expenditure being incurred, the participating department has the responsibility to validate the availability of funds.
