Authorize Execution of Amendment No. 2 to City Secretary Contract No. 47078, a Standard Agreement for Engineering Related Services with Jacobs Engineering Group, Inc., in the Amount of $574,295.67 for Construction Administration and Observation Services for the Construction of the Runway Extensions of 16R/34L, 16L/34R, and Taxiway Alpha at Fort Worth Alliance Airport (COUNCIL DISTRICT 7)


RECOMMENDATION:

Authorize execution of Amendment No. 2 to City Secretary Contract No. 47078, Standard Agreement for Engineering Related Services with Jacobs Engineering Group, Inc. (Jacobs), in the amount of $574,295.67 for the increased time required for Construction Administration and Observation Services for the Construction of the Runway Extensions of 16R/34L, 16L/34R, and Taxiway A at Fort Worth Alliance Airport (Alliance).

 
DISCUSSION:

On March 27, 2001, (M&C C-18528) the City Council approved an Agreement with Carter and Burgess, Inc., now Jacobs Engineering Group Inc., for Phase 1 program management and design services for the Runway Extension Project at Fort Worth Alliance Airport.  Subsequently, similar services have been performed in multiple phases under individual Agreements as grant funding became available.

On August 4, 2015, (M&C C-27409) the City Council approved a three-phase contract with Lane Construction Corporation for the construction of runway extensions for Runway 16L/34R, Runway 16R/34L, and Taxiway Alpha at Fort Worth Alliance Airport and provided authorization to proceed with Phase 1 of the Agreement, in the amount of $35,011,359.01.

On September 29, 2015, Mayor and Council Communication (M&C C-27501) the City Council authorized the execution of a Standard Agreement for Engineering Services with Jacobs, in the amount of $6,441,060.66 for Construction Administration and Observation Services for the Construction of Runway 16R/34L, 16L/34R, and Taxiway Alpha at Alliance Airport. The Agreement included three construction phases as outlined in the table below.

On July 17, 2017, the City authorized the execution of Amendment No. 1 to City Secretary Contract No. 47078 in the amount of $73,571.52 for addition to the scope of work for the coordination of Airport Improvement Program (AIP) grant allocation and close-out; evaluation and processing of Burlington Northern Santa Fe (BNSF) invoices; preparation and maintenance of project cash flow models based upon actual expenditures and estimated grant funding levels. The addition of these services and funding increased total compensation to $6,514,632.18.

This Amendment No. 2 is necessary to cover services needed for the 107 day time extension granted to the General Contractor's (The Lane Construction Corporation) contract. The 107 day extension will require continued Construction Administration and Observation Services for the Construction of the Runway Extensions of 16R, 16L, and Taxiway Alpha at Fort Worth Alliance Airport in the amount of $574,295.67. Delays in completing Phase II are due to weather, materials testing delays, and settlement issues. The additional cost of extending these services increases total funding to $7,088,927.85, as outlined by phase in the table below:

Construction contracts are not eligible for indirect costs. This project is scheduled to be completed on March 29, 2018.

M/WBE OFFICE – Jacobs Engineering Group, Inc., is in compliance with the City's DBE program by committing to 26 percent DBE participation on this project.  The City's DBE goal on this project is 26 percent.

This project is located in COUNCIL DISTRICT 7, Mapsco 7B.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of the Municipal Airport Grants Fund and that prior to an expenditure being made; the Aviation Department has the responsibility to verify the availability of funds. This is a reimbursement grant.
