On November 21, 2000, the City Council received Informal Report No. 8289, regarding procedures for City Council initiated rezoning of properties to make the City's zoning districts more consistent with the adopted Comprehensive Plan. The procedures involve:
1. Verifying that the zoning changes are consistent with the City's Comprehensive Plan;
2. Allowing interested Council Members to conduct one or more informational meetings in or near the
proposed zoning districts in order to explain the proposed changes to affected property owners;
3. Briefing the City Council on the proposed zoning changes, after which the City Council shall indicate
whether or not it wishes to initiate those proposed changes; and
4. Placing an appropriate Mayor and Council Communication (M&C) on the agenda for the next regular City Council meeting authorizing the Planning and Development Department to prepare an appropriate rezoning application and schedule the application for the next available public hearing by the Zoning Commission. This M&C does not request approval of a contract with a business entity.
Council Member Zadeh has requested that the City Manager initiate the rezoning process for properties in the South Hills Neighborhood, as depicted in Attachment A. These parcels are currently single family , institutional, or commercial uses or vacant land and designated as single family institutional, neighborhood commercial, general commercial, and public park in the 2017 Comprehensive Plan. The properties are zoned "A-5" One-Family; "B" Two-Family; "C" and "D" Multifamily; "CF" Community Facilities; "ER" , "E" , "FR" , and "G" Commercial; "I" Light Industrial, and PDs 199 and 375, as depicted in Attachment B. Based on land use policies in the 2017 Comprehensive Plan, Staff recommends rezoning the areas to "A-7.5" and "A-5" One-Family, "CF" Community Facilities, "ER" and "E" Neighborhood Commercial, and PD 199.
A meeting was held for the property owners on August 21, 2017. No one has expressed opposition to date. The City Council received an Informal Report on September 26, describing the zoning changes. Approval of this M&C will allow the City Manager to submit a rezoning application for a public hearing by the Zoning Commission on November 8, and for public hearing and action by the City Council on December 5.
The subject properties are located in COUNCIL DISTRICT 9.
