RECOMMENDATION: |
It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the 2017A Water and Sewer Bond Fund in the amount of $2,216,136.00; and
2. Authorize execution of a contract with Humphrey & Morton Construction Company, Inc., in the amount of $1,867,535.80 for Slope Stabilization for Sanitary Sewer Mains M-280-B and M-338-B. (City Project No.100520)

DISCUSSION: |
This Mayor and Council Communication (M&C) provides for permanent slope stabilization for the City's twin 90-inch sanitary sewer mains (M-280-B and M-338-B) leading to the Village Creek Water Reclamation Facility. Heavy rain in May and June 2016 caused severe erosion along the portion of the West Fort Trinity River jeopardizing the integrity of the identified sewer mains. Failure of either or both of these mains would have resulted in raw sewage discharge into the river. Via an emergency contract, temporary measures were conducted to prevent further erosion around the two sewer mains until a permanent solution was developed and the necessary permits obtained. The permanent solution consists of the stabilization of the Trinity River bank slope using rock gabion baskets anchored to a reinforced concrete foundation. This project was advertised for bids on June 8, 2017 and June 15, 2017 in the Fort Worth Star-Telegram. In addition to the contract amount, $255,200.00 is required for project management, material testing and inspection and $93,400.00 is provided for project contingency. Construction is anticipated to commence in November 2017 and be completed by April 2018. The overall project budget is estimated to be $2,711,202.00. This project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This project will have no impact on the Water Department's Operating Budget when complete.
M/WBE OFFICE – Humphrey & Morton Construction Company, Inc., is in compliance with City's BDE Ordinance by committing to 19 percent MBE participation. The City's MBE goal on this project is ten percent.
The project is located in COUNCIL DISTRICT 2.

FISCAL INFORMATION/CERTIFICATION: |
The Director of Finance certifies that upon approval of the attached appropriation ordinance, funds will be available in the 2017A Water & Sewer Bond Fund for the Slope Stabilization for Sanitary Sewer Mains M-280-B and M-338-B Project. After this transfer, the balance of $4,138,621.00 will be available in the 2017A Water & Sewer Bond Fund.
