Authorize Acquisition of Fee Simple Interest in Approximately 0.987 Acres of Land, More of Less, Being All of Lot 1, Block 11, Linkwood Estates Addition, Tarrant County, Texas, From Hawk's Nest RVS, LLC, in the Amount of $125,000.00 and Acquisition of Fee Simple Interest in Approximately 1.047 Acres of Land, More or Less, Being all of Tract 2-A of the Walter Houston Survey, Abstract 719, Tarrant County, Texas, From Ron Mendolia and Carolyn Mendolia, in the Amount of $246,215.00 and Pay Estimated Closing Costs Up to $5,000.00, for the Development and Construction of a New Fire Station in West Fort Worth (COUNCIL DISTRICT 3) (2014 BOND PROGRAM)


RECOMMENDATION:

It is recommended that the City Council:

1.  Authorize the acquisition of fee simple interest in approximately 0.987 acres of land, more or less, being all of Lot 1, Block 11, Linkwood Estates Addition, Tarrant County, Texas,  from Hawk's Nest RVS, LLC, in the amount of $125,000.00 and the acquisition of fee simple interest in approximately 1.047 acres of land, more or less, being all of Tract 2-A of the Walter Houston Survey , Abstract 719, Tarrant County, Texas, from Ron Mendolia and Carolyn Mendolia, in the amount of $246,215.00 and pay estimated closing costs up to $5,000.00, for the development and construction of a new Fire Station in west Fort Worth;

2.  Authorize the City Manager or his designee to negotiate and execute a Contract of Sale and Purchase Agreement with Hawk's Nest RVS, LLC, in the amount of $125,000.00; and

3.  Authorize the City Manager or his designee to negotiate and execute a Contract of Sale and Purchase Agreement with Ron Mendolia and Carolyn Mendolia in the amount of $246,215.00; and

3.  Authorize the City Manager or his designee to execute, accept and record the appropriate closing documents to complete the transaction.

 
DISCUSSION:

On June 20, 2017, City Council via M&C L-16054 authorized the acquisition of property out of the Jonathan Burleson Survey, Abstract No. 78, from Waste Management of Texas for the development and construction of a new fire station in west Fort Worth.  Since that time, the Property Management Department has performed its due diligence to determine the feasibility  of developing the site with a fire station.  Because of  substantive offsite utility  and development costs, the Property Management Department recommends the acquisition of alternative properties located south of IH-30 and east of Linkcrest Drive, with physical addresses being 11913, 11991 and 11975 Camp Bowie West Blvd, Tarrant County, Texas 76008.  The proposed alternative properties can be purchased and developed at an overall lower cost than the previously identified property.  The Fire Department has evaluated the new proposed location for the fire station and determined it will meet its operational objectives.  

An appraisal of the properties was prepared by an independent fee appraiser.  A negotiated Agreement has been reached with the property owners, Hawks Nest RVS, LLC, and Ron Mendolia and Carolyn Mendolia.  This Mayor and Council Communication authorizes the purchase of a total of approximately 2.034 acres of land, more or less, in the amount of $371,215.00, plus pay estimated closing costs up to $5,000.00.  

Funding for the acquisition and associated site development costs are available from the General Capital Projects account.

This project is located in COUNCIL DISTRICT 3.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon the approval of the above recommendations, funds will be available in the current Capital budget, as appropriated, of the General Capital Projects Fund.
