SUBJECT:  

Authorize Execution of  Amendment  No. 1, to City Secretary Contract No. 47702,  an Engineering Agreement with Stantec Consulting Services, Inc., (f/k/a MWH America, Inc.), in the Amount of $228,803.00, for a Revised Contract Amount of $1,218.280.00 for the Liquid Bio-Solids Storage Tanks Project at the Village Creek Water Reclamation Facility Project (COUNCIL DISTRICT 5)


RECOMMENDATION:

It is recommended that the City Council authorize execution of Amendment No. 1, to City Secretary Contract No. 47702, an Engineering Agreement with Stantec Consulting Services, Inc., (f/k/a MWH Americas, Inc.), in the Amount of $228,803.00, for the Liquid Bio-Solids Storage Tanks Project at Village Creek Water Reclamation Facility, thereby increasing the contract amount to $1,218,280.00.

 
DISCUSSION:

On March 29, 2016, (M&C C-27656), the City Council Authorized an Engineering Agreement with MWH Americas, Inc., subsequently acquired by and now known as Stantec Consulting Services, Inc., (Engineer) in the amount of $989,477.00 for the Liquid Bio-Solids Storage Tanks Project at Village Creek Water Reclamation Facility for the design of two five million gallon (MG) liquid bio-solids concrete storage tanks along with evaluation of odor control requirements and integration of the new tanks in the bio-solids processing system.

As part of Amendment No.1, the Engineer will assess the sludge pipeline condition for possible future rehabilitation/replacement, design the electrical and instrumentation component of the Ferric Chloride feed system at the plant site for odor/process control of bio-solids at bio-solids dewatering facility and new storage tanks, evaluate and design a five MG steel tank in lieu of original design for concrete tank and design stormwater runoff drainage system modifications at the sludge only landfill as final tank site is proposed to be located in the back-up storm water retainage pond.

In addition to the Amendment No. 1 funding, $45,000.00 is needed for inspection, project management and contingencies, this project will have no impact on the Water Department's operating budget when complete.

Design will be completed by March 2018.  Construction is anticipated to commence in July 2018, and be completed by August 2019.  The overall project budget is estimated to be $9,218,280.00.  

M/WBE OFFICE – Stantec Consulting Services, Inc., agrees to maintain the initial SBE commitment of 25 percent that MWH Americas, Inc., made on the original agreement and extend and maintain that same SBE commitment of 25 percent to this first amendment.  Therefore Stantec Consulting Services, Inc., remains in compliance with the City's BDE Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment form executed by an authorized representative of its company.

This project is located in COUNCIL DISTRICT 5.  


 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the Water & Sewer 2016 Bond Fund for this project.  Funding for the Village Creek Water Reclamation Facility Liquid Biosolids Storage Tanks Project are as depicted below:
