This contract will provide for construction services on an as-needed (task order) basis for the construction of capital projects relating to paving, sidewalk, intersection and railroad safety improvements. The contract amount is capped at $5,000,000, but may be increased or decreased due to the amount of work ordered and transacted through change orders. The project was bid in a low bid format to determine unit prices to be paid when task orders are issued.
Notice of bids was published in the Fort Worth Star-Telegram on April 20, 2017 and April 27, 2017. On May 25, 2017, one company submitted the following bid:
CONTRACTOR BID The Fain Group, Inc. $20,341,592.83 The Fain Group, Inc., was the only responsive bidder based on the overall unit prices. The unit prices were compared to other similar projects and were determined to be fair and competitive. Projects identified initially include: UPRR at E. Butler Railroad Crossing Improvements, Barron Lane Sidewalks and Timberline Sidewalk Improvements. The total estimated construction cost of these projects is $1,450,000.00. A portion of this contract may be paid with proceeds from the 2014 bond program. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election and the subsequent actions authorizing the approval of the issuance of public securities. The Fain Group, Inc., is in compliance with the City of Fort Worth (City's) BDE Ordinance by committing to six percent MBE participation and documenting good faith effort on this task order contract. The Fain Group, Inc., identified several subcontracting and supplier opportunities. However, the MBE's contacted in the areas identified did not respond and did not submit the lowest bids. The City's MBE goal on this task order contract is 15 percent.
