SUBJECT:   Authorize Execution of Change Order No. 4 to City Secretary Contract No. 47349 with JLB Contracting, LLC, in the Amount of $81,743.79 and the Addition of 7 Days, Thereby Increasing the Total Contract Amount to $6,014,069.72 for the Construction of North Beach Street from Fossil Creek Boulevard to NE Loop 820 (2014 BOND PROGRAM) (COUNCIL DISTRICT 4)

RECOMMENDATION:

It is recommended that the City Council authorize the execution of Change Order No. 4 to City Secretary Contract No. 47349 with JLB Contracting, LLC, in the amount of $81,743.79 and the addition of 7 days, thereby increasing the total contract amount to $6,014,069.72 for the construction of North Beach Street from Fossil Creek Boulevard to NE Loop 820.

 
DISCUSSION:

On December 15, 2015, Mayor and Council (M&C C-27574), the City Council authorized the execution of a contract with JLB Contracting, LLC, in the amount of $5,846,845.93 for the reconstruction of North Beach Street as a six-lane divided arterial street from Fossil Creek Boulevard to NE Loop 820 as provided for in the 2014 Bond Program.

Change Order No. 4 will provide funding in the amount of $81,743.79 to lower 90 feet of existing 12-inch waterline, provide temporary asphalt pavement repair, remove 216 feet of existing 33-inch storm drain pipe and provide two additional traffic signal electrical service pedestals, and one streetlight electrical service pedestal along North Beach Street.  Change Order No. 4 also includes seven additional construction days being added to the contract.

Previous Change Orders included:

Change Order No. 1 was administratively approved in the amount of $74,930.00 for the haul off of excavated material, adjusting existing irrigation lines and providing temporary business access signs during construction.  

Change Order No. 2 was administratively approved in the amount of $7,250.00 for the removal of existing 36-inch storm drain pipe.

Change Order No. 3 was administratively approved in the amount of $3,300.00 for the connection of existing storm drain pipe to the new storm drain system.

The project is scheduled to be completed in September 2017.

M/WBE OFFICE – JLB Contracting, LLC agrees to maintain its initial MBE commitment of 22% that it made on the original contract and extend and maintain that same MBE commitment of 22% to all prior change orders up to and inclusive of this Change Order No. 4.  Therefore JLB Contracting, LLC remains in compliance with the City of Fort Worth BDE Ordinance and attests to its commitment by its signature on the Acceptance of Previous MBE Commitment form executed by an authorized representative of its company.

This project is included in the 2014 Bond Program.  Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued.  Once debt associated with this project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the Bond Election (Ordinance No. 21241-05-2014) and the subsequent actions taken by the Mayor and City Council.

The Project is located in COUNCIL DISTRICT 4.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of the 2014 Bond Fund.
