Authorize Execution of Architectural Services Agreement with KAI/Alliance, LC dba KAI Texas, in the Amount of $385,192.00, for a Total Project Budget of $5,497,725.31, to Provide Design and Construction Administration Services for the New Eastside Library Located at 3851 East Lancaster Avenue (2014 BOND PROGRAM) (COUNCIL DISTRICT 8)


RECOMMENDATION:

It is recommended that the City Council authorize the execution of an Architectural Services Agreement with KAI/Alliance, LC dba KAI Texas, in the amount of $385,192.00, for a total project budget of $5,497,725.31, to provide design and construction administration services for the new Eastside Library located at 3851 East Lancaster Avenue.

 
DISCUSSION:

The 2014 Bond Program, approved by the citizens of Fort Worth, includes funds to construct a new Eastside Library.  The Eastside Library will be designated as a limited public forum for the purpose of a children's library.  The City Council finds that the Eastside Library is within the voted purposes of the 2014 Bond Program and consistent with the new branch library project proposed to voters.

On May 19, 2015, (M&C L-15776) the City Council authorized the acquisition of approximately 1.6 acres of land located at 3851 East Lancaster Avenue for the Eastside Library.

A request for Statements of Qualifications (SOQ) was advertised in the Fort Worth Star-Telegram on Thursday, February 9, 2017 and February 16, 2017.  The SOQs were due Thursday, March 2, 2017.  The City received 17 SOQs from qualified architectural firms.  The selection committee included representatives from the local community, Library Department, M/WBE Office and the Property Management Department.  The firms submitting SOQs were:

After reviewing the SOQs, the committee met on March 28, 2017 to selected four of the 17 firms for interviews based on their rankings in a qualifying matrix.  The interviews took place April 19, 2017 and the following is a summary of the results of the interview process:

Operating - The Eastside Library, which is projected to open in the fall of 2019 (Fiscal Year 2020), will require 7.0 additional authorized positions.  The operating costs are estimated to begin in the fourth quarter of Fiscal Year 2019, which will allow time to recruit, hire and train employees to open and operate the library.  The estimated cost of the additional employees, supplies and equipment is as follows:

This project is included partially funded from the 2014 Bond Program.  Available resources within the General Fund will be used to provide interim financing until debt is issued.  Once debt associated with the project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014) and subsequent actions of the Mayor and City Council.

M/WBE OFFICE – KAI/Alliance, LC dba KAI Texas is in compliance with the City's BDE Ordinance by committing to 41 percent SBE participation.  The City's SBE goal on this project is 18 percent.  Additionally, KAI/Alliance, LC dba KAI Texas is a certified M/WBE firm.

All City of Fort Worth Building and Trade Permit fees are waived.

The Eastside Library is to be located in COUNCIL DISTRICT 8.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendation, funds will be available in the current capital budget, as appropriated, of the 2014 Bond Program, the General Capital Project Fund and the General Gas Well Capital Project Fund.  Prior to an expenditure being incurred, the participating department has the responsibility to validate the availability of funds.
