Authorize Acceptance of Donation of Bicycles and Bicycle Equipment Valued in the Amount of $29,304.00 from the City of Cleveland, Ohio (ALL COUNCIL DISTRICTS)  


RECOMMENDATION:

It is recommended that the City Council authorize the acceptance of a donation of bicycles and bicycle equipment valued in the amount of $29,304.00 from the City of Cleveland, by the City of Fort Worth Police Department Central Bike Patrol Unit.

 
DISCUSSION:

On June 21, 2016, Mayor and Council Communication (M&C C-27781) the City Council authorized the execution of an Intergovernmental Agreement with the City of Cleveland for the City of Fort Worth Police Department (FWPD) to provide additional law enforcement personnel during the 2016 Republican National Convention (RNC) that took place from July 18, 2016 to July 21, 2016. The FWPD Central Bike Unit sent 22 certified police mountain bike officers to Cleveland, Ohio (City of Cleveland) to assist with the Civil Disturbance Plan.

The City of Cleveland was awarded a grant from the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP) to administer funds for the 2016 RNC. The City of Cleveland was authorized to purchase law enforcement related equipment and supplies during the RNC. The OJP Financial Guide authorized the distribution of grant surplus to partner cities that assisted the City of Cleveland by providing public safety and security during the RNC. On May 15, 2017, the Fort Worth Police Central Bike Unit was informed by the Cleveland Division of Police that approval was authorized in the disposition of surplus equipment of 22 bicycles and 22 sets of related equipment to the City of Fort Worth for the use of the Police Department's Central Bike Unit.

During the week of June 5, 2017, members of the Central Bike Unit attended the International Police Mountain Bike Association (IPMA) Conference in Delaware, Ohio. While in Ohio, the Cleveland Division of Police made arrangements for the Fort Worth Bike Officers to bring the bicycles and equipment back to Fort Worth. This is a worthy donation to the City of Fort Worth Police Department's Central Bike Unit for the job they performed. The details of donated bicycles and related equipment are shown below:
